Finance Committee <br /> Minutes <br /> February 23, 2023 <br /> OLD BUSINESS <br /> N/A <br /> NEW BUSINESS <br /> 1. Town Manager Updates. <br /> Mr. Collins stated that the Local Aid has increased by$150,000. <br /> The current draft copy of the Warrant Articles was distributed to the Committee Members. <br /> Mr. Collins went on to state that he received word from Town Counsel that all of the Capital Improvement <br /> Program votes must go to Town Meeting regardless of the funding source. <br /> 2. Presentation/Discussion of one or both of the following: <br /> a. Mashpee Town Library request for additional positions. <br /> The Library Director, Kathleen Mahoney, spoke with the Committee Members about the Library's need for <br /> staffing changes. She stated that the 2020 Census put the population of the Town over 15,000 making it <br /> necessary for the Library to be opened 50 hours per week in order to retain the State Certification. This has <br /> created a need to increase staffing. <br /> The proposal is to replace 5 part time positions with 4 full time positions to the Library. <br /> b. Reporting of Mashpee Tax Rates following the implementation of the Residential Tax Exemption. <br /> Chair Pettengill asked if two separate tax rates should be put on the Finance Committee Report moving forward. <br /> The Finance Director/Town Accountant, Dawn Thayer, stated that the Town doesn't have a split tax rate and <br /> that it should be noted that it is a consequence of the Residential Tax Exemption. It was suggested that perhaps <br /> a chart should be implemented. It was agreed that Chair Pettengil will work with Ms.Thayer and the Town <br /> Assessor to put together a chart to make the tax rate information more transparent and easier for residents to <br /> understand. <br /> 3. Review of Finance Committee Liaison Assignments. <br /> It was stated that there are 3 liaison assignments open. <br /> Jamie Schuh agreed to take on the Police and Fire & Rescue Departments. <br /> Lee Smith agreed to take on the Department of Natural Resources. <br /> 4. Begin Review of Draft May Town Meeting Warrant Articles. <br /> This item was put on Hold until the next Finance Committee meeting giving the Committee a chance to go over <br /> them on their own. <br /> ADDITIONAL TOPICS <br /> N/A <br /> 2 <br />
