OLD BUSINESS
1. Plan and Delegate Responsibilities to Improve FAQ Visibility on the Mashpee Town Website and Post
Notice Letters.
Chair Smith stated that he is working on an outline with Mashpee TV to put together video content and the
Commission should be able to generate web content from that.
Catherine Castaneda said that the FAQ list is difficult for the general public to locate on the Mashpee website
and suggested that a Sewer Project link be posted on the main page to access the FAQs and other official
project information. She noted a few limitations to how the project's information is being titled, presented,
and posted for easy, understandable public access. She suggested forming a small working group within the
Sewer Commission to explore how vital project information can become more visible and useful via the
Town's official website.
Mr. Lyons suggested Catherine put her thoughts on forming the working group into writing so that the
Commission can take a vote on it.
NEW BUSINESS
1. Project Construction Update by Interim Town Engineer, Ray Jack.
Mr. Jack gave a presentation on the Sewer Construction project showing that mains have been installed on
Carleton all the way to the end of Asher's Path. The crew is currently working in Sea Oaks.
1100' of main has been installed on Simon Narrows up to Mashpee Neck Rd.
Mr. Jack went on to state that there will be a detour on Route 28 throughout the month of April from the
intersection of Orchard Rd. to High Sachem Rd. Chair Smith asked if there is a way to have the speed limit
reduced on Quinaquisset Avenue due to the high volume of cars that will be traveling on that road. Mr. Jack
stated that it seems logical and he will look into it.
As of January the WRRF (Contract 1) was 4.3% complete in expenditures.
The Collection System North (Contract 2) was 19.6% complete and the Collection System South (Contract 3)
was 3.6% complete.
Mr. Jack gave an update on the Mass DEP SRF stating that the 0% interest was approved in January, 2023
($54M).
The Draft IUP released in December, 2022 and Mashpee is on the list ($12M).
The Final IUP list has not been released by the State yet and Mr. Jack said he is looking into it.
2. Discussion of Sea Oaks Betterment Hearing.
Chair Smith stated that the Hearing went well and the Betterment was approved.
Mr. Lyons stated that the Property Manager at Sea Oaks said that the Town wasn't interested in working with
Sea Oaks with regard to hooking up to Town water. Mr. Lyons said that a quote was drawn up for them by the
Water District and because of the cost due to the contracts that are in place for Municipalities, the price will
be very expensive.
2
