OLD BUSINESS
1. Discussion of Website Updates after Commission Review of Proposed Changes.
Catherine Castaneda said the text on the main page of the Sewer Commission homepage has been amended
and is ready for approval. She also stated that the project overview is being worked on and should be ready
for approval soon.
rd
Co-Chair Harris stated that the next website subcommittee meeting with the IT Department is May 3 and
requested that the Commission be sure to get their input to Catherine Castaneda as soon as possible.
It was clarified that the term “SOP” has been superseded and are now referred to as “Policies”.

Mr. Towle made a motion to approve the Sewer Commission homepage as written.
Phyllis Sprout seconded the motion.
Motion passed by unanimous consent.

2. Discussion of Phase 2 Sections to be Targeted.
Mr. Lyons said he is a proponent of keeping the project as it was originally designed which is to clean up the
eastern area first, particularly the Mashpee River. He said, as it stands, there is an additional 400+ units that
can be added to bring line 1 up to capacity. He said properties adjacent to the river should be targeted first
since pipes are already in the ground in that area and those properties along the river are initial polluters. The
State is going to eventually legislate removal of nitrogen from the river and the Town has limited funds.

Mr. Jack stated that this is a great opportunity to reevaluate and reconfigure the entire Town. He said that
GHD’s task, through the Notice of Project Change, is to re-phase the entire Town based on the 2015 plan and
that he agrees on building upon the major capital investment which is Phase 1.

The Commission is awaiting data from GHD and should have it within the next few weeks.

NEW BUSINESS

1. Sewer Project Construction Update – Ray Jack.
Mr. Jack gave a monthly update on the project.
He stated the WWRF is 8.3% complete, based on value. The collection system North is 33.1% complete and
the collection system South is 12.8% complete.
The sewer main installation on Route 28, the most difficult part of the project, is complete.

At the WWRF, the slab for the equalization tanks are poured and vertical walls are being poured currently.
16” of stone was put down for the process building and the underground piping was completed within the
building footprint. All concrete pours are complete on the slab and now they are placing rebar vertically
getting ready to pour the foundation walls.

At the collection system North, 8” mains are in going into Sea Oaks. A 2” LP was put in and they’ve completed
manhole frames and covers on Carleton, Swain and Sewel.
Mr. Jack stated that there were 11 crossings. Meaning, sewer piping had to be installed below existing
utilities. Very difficult and dangerous work.

2. Review of Information Pertaining to Phase 2 Options.
This item was addressed in Old Business, Item #2. The Commission is awaiting additional information from
the engineering firm and will move forward once the data is received.

2
