Missing: Cathy Lewis, Don Myers. Note: Cathy Lewis (CL) arrived; it was confirmed that Don <br /> Myers would not be in attendance. <br /> 2. Town Clerk administered oath of office to Charter Review Committee members present. <br /> 3. Agenda - Pledge of Allegiance; Moment of Silence. <br /> 4. Agenda - Public Comments—None <br /> 5. Agenda - Minutes—No minutes as this was first meeting. <br /> 6. Agenda -Old Business—No action. <br /> 7. DW informed committee he wanted to record the meeting. No objections. <br /> 8. Agenda—Charter Review of Mission and Goals <br /> • Discussion regarding importance of public hearing and 30-day window; public <br /> engagement. <br /> • JM discusses leaving Charter as is; changing it; adding to it; removing parts. <br /> • Discussion regarding dividing review into sections. (8 articles) <br /> • DW discussed regarding Local Comprehensive Plan Model;actionable items. <br /> • MW discussed public platform. <br /> • Discussion regarding Home Rule Act and Massachusetts General Laws. <br /> • Discussion regarding viewpoints and 5 weeks for survey. <br /> • MW discussed legal review for Housing Authority and applicable court cases. <br /> • GM discussed October Town Meeting would be too soon for timeline.Others agreed. <br /> • RC discussed not anticipating substantial changes, public involvement. <br /> • Discussion regarding outside law firm reviewing current Charter.The scope of work to be <br /> identified. <br />
