CHARTER REVIEWCOMMITTEE Minutes—May 23, 2023 at Waquoit Meeting Room (Approved 5/30/23) Mashpee Town Hall, 16 Great Neck Road North 1. 4:30 pm—Town Clerk Debbie Kaye was present with David Weeden (DW), Mary Waygan (MW), John Miller(JM), Darlene Furbush (DF), Greg McKelvey(GM), Carol Sherman (CS), Rodney Collins (RC). Missing: Cathy Lewis, Don Myers. Note: Cathy Lewis (CL) arrived; it was confirmed that Don Myers would not be in attendance. 2. Town Clerk administered oath of office to Charter Review Committee members present. 3. Agenda - Pledge of Allegiance; Moment of Silence. 4. Agenda - Public Comments—None 5. Agenda - Minutes—No minutes as this was first meeting. 6. Agenda -Old Business—No action. 7. DW informed committee he wanted to record the meeting. No objections. 8. Agenda -Organization—Election of Chair,Vice-Chair and Clerk. (4:45 pm) • MOTION by RC for JM as Chair, DW as Vice-Chair and DM as Clerk. SECOND by CS. • ROLL CALL: DW—AYE; MW—AYE; DF—AYE;GM—AYE;CS—AYE;CL—AYE; RC—AYE; JM—AYE(PASSED 8-0) 9. JM assumes presiding over meeting. 10. Agenda—Charter Review of Mission and Goals • Discussion regarding importance of public hearing and 30-day window; public engagement. • JM discusses leaving Charter as is; changing it; adding to it; removing parts. • Discussion regarding dividing review into sections. (8 articles) • DW discussed regarding Local Comprehensive Plan Model;actionable items. • MW discussed public platform. • Discussion regarding Home Rule Act and Massachusetts General Laws. • Discussion regarding viewpoints and 5 weeks for survey. • MW discussed legal review for Housing Authority and applicable court cases. • GM discussed October Town Meeting would be too soon for timeline.Others agreed. • RC discussed not anticipating substantial changes, public involvement. • Discussion regarding outside law firm reviewing current Charter.The scope of work to be identified.
