3 <br /> *Tuesday,June 6, 2023 Charter Review Committee Minutes* <br /> Town Officers,this definition should be expanded to include agents of the Town. Mary Waygan requested <br /> a flow chart of positions that fall under this definition. <br /> Rodney Collins informed the board that the definition refers to department heads but also refers to <br /> commissioners and agents. <br /> Catherine Lewis noted Mr. Collins' point, it's supposed to be a little ambiguous depending on how your <br /> Town is structured that way whether the position is appointed or elected it falls under the definition of <br /> Town Officer. <br /> Note the Charter refers to the Administrative Code which has the flow chart. <br /> Article#3 <br /> Section 3.1 In General. <br /> Elected Town Offices, last time the Committee convened there was discussion about transferring the <br /> Town Clerk position to an appointed position. Mary Waygan felt that the committee should have Town <br /> Counsel draft up language to do that. <br /> Greg McKelvey disagrees with making that position appointed. He thinks the position should be elected. <br /> Chair Miller request that the committee table the discussion. <br /> Other Offices Filled at Town Elections, Mary Waygan noted the law on housing authority structure has <br /> changed. Now it is three elected officers, one appointed by the governor and one appointed by the Select <br /> Board. <br /> Eligibility, if vacancies exist on other committees is there room for flexibility for elected members to fill <br /> those positions. Don Myers explained that if there is an issue of chronic vacancies then there is an issue <br /> of how to entice the public to serve on the committees. There is also a typo in this section in the first <br /> sentence, "elective" should be changed to "elected" <br /> Who determines what boards are compensated, it should be stated in the charter.Town Manager Rodney <br /> Collins believes that all regulatory boards should be compensated. David Weeden said that the Charter <br /> should dictate which boards get compensated. Mr. Collins is not looking to overload the budget but a <br /> small stipend for any regulatory board to cover cost i.e. gas to go to meetings. <br /> The obligation of elected town officers being subject to the call of the Select Board should be <br /> communicated through the Town Manager under Coordination and Cooperation. <br /> The filling of Vacancies in Elected offices was discussed regarding having a special election to fill the vacant <br /> position.The Board could potentially appoint an associated member to that board until the next election. <br /> Mary Waygan believes one week notice of the vacancy should be changed to two weeks. <br /> Under recall and petitions,twenty percent of registered voters who signed the petition should be dropped <br /> down to at least 1S%or 10%. <br /> Public Hearine <br />
