12 <br /> Mashpee Select Board <br /> Minutes <br /> June 26, 2023 <br /> APPOINTMENTS&HEARINGS <br /> Public Comment: (continued) <br /> Glenn McCarthy urged the Select Board to reinforce the Phase H sewering plan and the use of SRF <br /> funding. As a member of the Citizens for the Protection of Waquoit Bay,initially formed to protect <br /> Washburn Island there is dire concern for Waquoit Bay. Mr. McCarthy indicated that any sewer plan <br /> needs to prioritize the Town's watersheds. It was recommended the Town finish the Intermunicipal <br /> Agreement between Mashpee and the Town of Falmouth. A group of local residents were in <br /> attendance in support of the restoration of Waquoit Bay. <br /> Lynn.Barbee expressed appreciation to the Town Manager for his proposal and its process. It makes a <br /> lot of sense. The Town was also acknowledged for the wonderful fireworks event and to those making <br /> this an amazing summer event in the Town of Mashpee. <br /> Greg McKelvey advocated for the Mashpee taxpayer in concern to the rising cost of sewering. With no <br /> State or Federal funding,he asked where the money would be coming from,the backs of the taxpayers. <br /> Mr. McKelvey indicated that sewering is a 30-year plan. It was recommended the Town defer any <br /> action until an engineer is on board to fill the shoes of Mr. Jack to ensure funds are spent wisely with <br /> no overages. Mr. McKelvey recently discussed this concern with a resident who is not able to assume <br /> the increased tax rate and would be selling her home as a result. People will have to make choices, and <br /> balance is important to all of us. Mr. McKelvey indicated he is concerned as the Town has not <br /> discussed the financial impact to the taxpayer. <br /> Regarding the comments made by W. McKelvey, Town Manager Rodney C. Collins indicated that it is <br /> important to understand there are checks and balances in effect immediately. In the absence of Mr. <br /> Jack,the engineering firm of Weston and Sampson will assume the role of OPM, and the Town will be <br /> further reviewing the menu of options. <br /> ., _. g TownwManager Rodney.Collins: <br /> Administrative Inyest ationm Status:° <br /> Town Manager Rodney C. Collins indicated he is not prepared to deliver a report on the status of the <br /> Administrative Investigation at this meeting. It does appear there are no violations to any rules, <br /> policies or procedures. The Board if it choses to do so is able to adopt more policies. <br /> It is worthy to note there is an issue with the process which was defined in a recent resignation. In <br /> moving forward,the Select Board will be voting individually on certain appointments such as CIP and <br /> CPC instead of voting collectively with the Annual Board and Committee Appointment List. <br /> 12 <br />
