Finance Committee
Minutes
September 02, 2021
Present: Chair, Jeffrey Pettengill, A Gregory McKelvey, Darlene Furbush, Patrick Brady, James
Carrier, John Miller, Michael Richardson
Guests: Town Manager Rodney Collins, Assistant Town Manager Wayne Taylor, Finance
Director Dawn Thayer
CALL TO ORDER
Meeting called to order by Chair Pettengill at 6:30pm
Mashpee Town Hall, Waquoit Meeting Room
PLEDGE OF ALLEGIANCE
MOMENT OF SILENCE
In honor of those who lost their lives to COVID-19, and those lives lost in Afghanistan including the 13
U.S. service members.
PUBLIC COMMENT
Mr. Ed Larkin rose to speak about the proposed name change from Board of Selectmen to Select
Board, the subject of Article One in the October 18th town meeting. He commented that the article,
as written, fails to address any cost implications or provide the rationale for the change, which he
says are required. He reported that he consulted with the Attorney General and the MA Housing and
Development Office (which oversees town charters), and concludes that this is not the proper way to
make such a change. Rather, it should be a ballot question, said Mr. Larkin. Some limited discussion
followed with members of the Finance Committee, noting that the article is put forth by Selectmen,
not the Finance Committee. FinCom had previously voted on August 26th to offer no
recommendation by a vote of 3-3.
MINUTES
Minutes approval of August 26, 2021 meeting postponed to next meeting.
APPOINTMENTS & HEARINGS
None
COMMUNICATIONS & CORRESPONDENCE
Communication from Board of Selectmen Liaison, if any
Communication from School Board Liaison, if any
