• Voted to appropriate and transfer the sum of Asa body,the Board is indebted to Town Manager <br /> $1,254,450 from Wastewater Stabilization Fund Rodney C.Collins,Assistant Town Manager Wayne F. <br /> to the Temporary Borrowing Outside 2 1/2 Account Taylor, Administrative Assistant Terrie M. Cook, and <br /> for the purpose paying off the Bond Anticipation Administrative Secretary Stephanie A. Coleman for <br /> Note (BAN) that is coming due in May 2023 their consistent daily efforts in support of the Board, <br /> along with interest. and for their commitment to serving the residents of <br /> • To appropriate and transfer from the Community Mashpee. <br /> Preservation Fund Uncommitted Fund Balance <br /> in accordance with the provisions of M.G.L., Respectfully submitted, <br /> Chapter 44B, §5, the sum of $1,709,400 for the <br /> purpose of funding the Multi-Purpose Track John J..Cotton,Weed Vien,ce-Chair <br /> Chair <br /> & Field Stadium Renovation Project including Thomas F. O'Hara,Clerk <br /> necessary costs and expenses. The goal of this <br /> Carol A.Sherman <br /> project is to sustain the current athletic program <br /> at the Mashpee Middle/High School(MMHS)by Michaela Wyman-Colombo <br /> replacing the track and multi-purpose field in the Town of Mashpee Select Board <br /> stadium original to the school's construction in <br /> 1996. <br /> • To continue participation in the Community Septic <br /> Management Program and the Massachusetts <br /> Clean Water Trust for the purpose of making <br /> loans to residents of the Town for repairing and/ <br /> or upgrading residential septic systems. <br /> • To appropriate and transfer the sum of$100,000 <br /> from revenue available for appropriation to <br /> cover costs associated with the development of a <br /> plan that will inventory, assess, and recommend <br /> improvement of the Town's stormwater <br /> infrastructure. <br /> The Board is pleased to report that the Town <br /> continued to maintain its Triple A bond rating. While <br /> a complex and,at times,unpredictable issue,the Board <br /> embraces the management of the Town's finances as <br /> one of its highest priorities. <br /> In 2022 Town underwent many substantial changes <br /> including the retirement of Fire Chief Thomas R.Rullo <br /> after 10 years of service on the Mashpee Fire and <br /> Rescue Department. Subsequent to that John F,Phelan <br /> was appointed as the new Fire Chief.After overseeing <br /> the development of the Mashpee Senior Center and the <br /> growth of her department's programs,Lynne Waterman <br /> retired from the Council on Aging after 34 years. The <br /> Director of Assessing Jason A. Streebel also retired in <br /> 2022, shortly after the department welcomed Joseph <br /> Gibbons as the new Director of Assessing. The Town <br /> of Mashpee has a history of investing in its staff and <br /> there was a continuance of that practice in 2022. The <br /> Board welcomed new Select Board member Michaela <br /> Wyman-Colombo in October after the resignation of <br /> Andrew R.Gottlieb in July of 2022. <br /> 10 <br />
