5 <br /> *Monday, July 31, 2023 Charter Review Committee Minutes* <br /> 7.5 Rules and Regulations <br /> Rodney Collins said that town committee, commissions and councils should be added to "town <br /> agency. <br /> Furthermore the rules and regulations should be on file at the Town Clerk's office, public library <br /> and published on the town website. <br /> 7.6 Certificate of Election or Appointment <br /> The Town Manager requested that the board change this to include the Town Manager <br /> concerning administering the oath of office and to specify that it is for appointed positions. <br /> The language suggested was "Town Clerk or appointing authority and or their designee". <br /> 7.7 Periodic Review, Charter and Bylaws <br /> It was suggested that notice of the public hearing for charter review should be changed from <br /> thirty (30) to sixty (60) days. <br /> Mary Waygan referenced the makeup of the Charter Review Committee, but there should be a <br /> discussion about adding two truly at-large members. <br /> John Miller also agreed saying it would make the committee more inclusive. Adding that there <br /> should be a criteria for appointment to the Committee. The Town Moderator would make the <br /> appointment. The committee would be made up of two members at large, named by the nine <br /> members of the initial committee, 11 total. <br /> In section 7.7 (b) the bylaw review committee should include a representative from the planning <br /> board, building, health, conservation and the finance committee. <br /> Motion to adjourn made by John Miller, motion seconded by Rodney Collins: <br /> Miller,yes Collins, yes Furbush,yes Lewis, yes McKelvey, yes <br /> Myers, yes Sherman,yes Waygan, yes <br /> Vote: Unanimous <br /> Meeting adjourned at 8:39 pm. <br /> Respectfully Submitted, <br /> Stephanie A.
