3 <br /> *Monday, August 14, 2023 Charter Review Committee Minutes* <br /> It was noted that meeting attendance by members of committees/boards is not included. What <br /> recourse does the Town have in the event that someone is not attending meetings?This should <br /> be a responsibility of the committee/board that person is a member of to inform the Select Board <br /> before annual reappointments. <br /> Carol Sherman suggested including the number of meetings that can be missed before <br /> suspension or removal is considered. <br /> The Committee discussed if the issue of attendance and if it should be a policy or bylaw instead <br /> of in the charter. <br /> Rodney Collins said the policy can't usurp the charter, and the committee would be better off <br /> giving a little more latitude within the Charter itself so that the policy might be more granular. <br /> Right now the only way to remove an appointed person is in this section. <br /> 7.10 Notice of Vacancies <br /> It was noted that the language for notice of vacancies in section 7.10 should include the town <br /> website and all electronic postings, for consistency. There was discussion about the need to <br /> define the term "town bulletin board". <br /> Article 8 <br /> 8.5 Time of Taking Effect <br /> The Committee discussion the language in Section 8.5, The Town Manager may organize such <br /> departments incorporating functions, services and agencies into such departments as deemed <br /> appropriate. <br /> Rodney Collins explained that the reorganization has to be brought forward and approved at <br /> Town Meeting, also referring to the Administrative code. This section gives the Town Manager <br /> the power to reorganize but it has to go through town meeting. <br /> Note: The organizational chart does not list the departments but department heads. Town <br /> Counsel has said that the Town Manager can rename the positions. <br /> Don Myers suggested adding a copy of the report shall be posted on the town website and <br /> maintained for a period no less than five years to the last paragraph of Section 8.5. <br /> Don Myers proposed changing the make-up of the screening committee by omitting the Town <br /> Moderator and EDIC representative <br /> Cathy Lewis proposed adding the Community Development Director. <br /> Rodney Collins said that the Director of Human Resources should be assisting the screening <br /> committee and not part of the selection process and that a representative from Conservation <br /> should be on the committee. <br /> The Committee discussed changing the make-up of the screening committee to be 2 members <br /> from the Select Board, the Town Moderator, 1 from the School Committee, 1 from the Finance <br /> Committee and 2 members from regulatory boards chosen by the Select Board. <br />
