3 *Monday, August 14, 2023 Charter Review Committee Minutes* It was noted that meeting attendance by members of committees/boards is not included. What recourse does the Town have in the event that someone is not attending meetings?This should be a responsibility of the committee/board that person is a member of to inform the Select Board before annual reappointments. Carol Sherman suggested including the number of meetings that can be missed before suspension or removal is considered. The Committee discussed if the issue of attendance and if it should be a policy or bylaw instead of in the charter. Rodney Collins said the policy can't usurp the charter, and the committee would be better off giving a little more latitude within the Charter itself so that the policy might be more granular. Right now the only way to remove an appointed person is in this section. 7.10 Notice of Vacancies It was noted that the language for notice of vacancies in section 7.10 should include the town website and all electronic postings, for consistency. There was discussion about the need to define the term "town bulletin board". Article 8 8.5 Time of Taking Effect The Committee discussion the language in Section 8.5, The Town Manager may organize such departments incorporating functions, services and agencies into such departments as deemed appropriate. Rodney Collins explained that the reorganization has to be brought forward and approved at Town Meeting, also referring to the Administrative code. This section gives the Town Manager the power to reorganize but it has to go through town meeting. Note: The organizational chart does not list the departments but department heads. Town Counsel has said that the Town Manager can rename the positions. Don Myers suggested adding a copy of the report shall be posted on the town website and maintained for a period no less than five years to the last paragraph of Section 8.5. Don Myers proposed changing the make-up of the screening committee by omitting the Town Moderator and EDIC representative Cathy Lewis proposed adding the Community Development Director. Rodney Collins said that the Director of Human Resources should be assisting the screening committee and not part of the selection process and that a representative from Conservation should be on the committee. The Committee discussed changing the make-up of the screening committee to be 2 members from the Select Board, the Town Moderator, 1 from the School Committee, 1 from the Finance Committee and 2 members from regulatory boards chosen by the Select Board.
