Mr. Cook made a motion for a continuance which was seconded by Ms. Copeland.

Roll Call Vote:
Steven Cook (Yes)
Alexandra Zollo (Yes)
Erin Copeland (Yes)
Sandra Godfrey (Yes)
Paul Colombo (Yes)
5 – 0 (unanimous)

6:09 80 Punkhorn Point Road, James C. Atkins and John J. Weltman. Proposed additions to NOI
43-3246
existing dwelling, septic amendments and mitigation plantings. Representative: Cape &

Islands Engineering, Inc.

The applicant went through a description of the proposal (two additions and sewer
connection to a new garage – future bathroom). The proposal also includes removal of lawn
with mitigation. None of the Commissioners had any questions. Mr. Colombo, however,
sought clarification on the sewer connection on the plan – the connection will be made but
the bathroom will be put in later (capped inside the building). The bathroom within a garage
would not be considered an increase in flow. The applicant was unsure of the current
number of bedrooms but noted the I/A system upgrade was put on the last renovation in
2017/2018. Mr. Cook noted 6 bedrooms as listed. The applicant has not submitted the
proposal to the BOH yet. Mr. Kent noted the proposed construction of a three-car garage
addition, two additions to existing house, construction of landing and steps on southeast
proposed addition, gravel driveway addition, drywell installation, and mitigation plantings.
The proposed car garage and gravel driveway are out of buffer zones and out of LSCSF.
The proposed additions to the existing dwelling are in pre-disturbed areas within the buffer
zone to the coastal bank. The mitigation plantings will expand existing mitigation areas within
LSCSF, coastal bank, and salt marsh buffer zones. The additions will not create a detriment
to the resource areas on site and installation of drywells will improve SWM and reduce runoff
into the resource areas. Mr. Kent recommended a close and issue with submission of signed
three-year mitigation monitoring and maintenance agreement with a qualified professional.

Mr. Cook made a motion to close and issue with the condition of a submission of a signed
three-year mitigation monitoring and maintenance agreement with a qualified professional
which was seconded by Ms. Godfrey.

Roll Call Vote:
Steven Cook (Yes)
Alexandra Zollo (Yes)
Erin Copeland (Yes)
Sandra Godfrey (Yes)
Paul Colombo (Yes)
5 – 0 (unanimous)

6:12 108 Captains Row, Nicholas M. and Kathy M. DiGiusto. Proposed raze and replace RDA
embankment steps and deck. Representative: Macallister Marine Construction (continued
from 7/27)

The applicant went through the proposal to rebuild in kind emphasizing the goal was not to
disturb the embankment – however noting the current width was not within current
regulations. Prior to questions from the Commissioners, the applicant noted he had not
included everything on the plan including light flow penetration (~65%). Mr. Cook noted
