3 <br />Minutes <br />October 17, 2022 <br />Review of Annual Town Meeting Warrant, Motions and Possible Amendments to Motions with the <br />Finance Committee, Town Counsel and the Town Moderator: <br />Prior to the onset of the October 17, 2022 Town Meeting, the Mashpee Finance Committee met with the <br />Select Board in joint convention to review motions and possible amendments to the warrant. <br />Finance Committee members in attendance included Jeffrey Pettengill, A. Gregory McKelvey, <br />Darlene Furbush, and Geoff Gorman. <br />Chairman Pettingill Called to Order the meeting of the Finance Committee at 6:00 p.m. <br />Town Counsel Patrick J. Costello and the Town Moderator John Miller were in attendance for <br />discussion purposes. <br />Town Manager Rodney C. Collins indicated there is (1) Town Meeting Article that is suggested to be <br />indefinitely postponed. Article #14 is proposed to prohibit the use of motorboats within Santuit Pond <br />to limit potential disturbance and the resuspension of sediment into the water column to preserve water <br />quality in pond that would support other forms of recreation and be protective of public health and <br />safety. <br />Ashley Fisher, Director of Natural Resources indicated if the article fails on Town Meeting floor it <br />would require three years to resubmit the article. The is an important article to protect the pond. It is <br />necessary to ensure there is adequate information and education on the impact of the horsepower. <br />Santuit Pond is less than 10' deep and it cannot support motors of excessive horsepower. The change <br />in the Bylaw is intended to restrict boat use to 5-10 hp to minimize turbidity and protect water quality. <br />It is recommended the article be deferred to the May 2023 Town Meeting. <br />Motion made by Selectman Sherman to Indefinitely Postpone Article 14 as recommended. <br />Motion seconded by Selectman O'Hara. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Weeden, yes Selectman Cotton, yes <br />Selectman Sherman, yes Selectman Colombo, yes <br />Selectman O'Hara, yes <br />Opposed, none <br />Mashpee Select Board -Finance Committee <br />Minutes <br />
