Representative: Raúl Lizardi-Rivera, Cape & Islands Engineering, Inc., with Andrew (no <br />last name given) (continued from 8/11) presenting plans <br /> <br />C&I: <br />Project is continued from two weeks ago as board received comments from an abutter from north <br />side regarding the existing trees on abutters property was (possibly) being compromised by <br />proposed work. This time allowed an arborist to go to the site and review trees, make <br />suggestions and a recommendation so the root systems (and trees) could not be harmed. <br />The applicant did engage with the arborist and the first thing the arborist noticed was the trees <br />are non-native, invasive trees listed as banned trees in MA, called Norway Maples and preferred <br />to be removed as they are invasive and spread easily. The arborist did say there is a way the <br />trees could be cut cleanly so construction can take place and preserved. The contractor met with <br />arborist and has an idea of what he needs to do to protect the trees. <br />After first hearing, revisions were made to the plans based on comments and feedback since we <br />had the opportunity and time to do that. I added soil test pits and the watering methodology to the <br />plans and relocated one of the drywells to the SE side of the pool, as for the elevation its <br />approximately same elevation as where we had it but is further away from the trees. Added the <br />leeching system information (should not be lower than 3.5). Not much more revisions were done <br />to the plan other than addition of (what was in the) comments, but believe the project is a vast <br />improvement for the resources and wetlands compared to what is existing currently. <br /> <br />C&I acknowledging and addressing the most recent letter submitted regarding plans, discusses <br />coastal banks. <br /> <br />Paul Columbo: Starting with questions and comments from commissioners before opening it up <br />to audience. <br /> <br />Alex Zollo: The Norway Maples, although not an ideal species, a tree is still a tree and still <br />providing a function. You can’t just cut it down without permission. Wondering if they die, can we <br />can okay a tree planting, but since it’s a neighboring property this poses problems. <br /> <br />General theoretical discussion, understanding limitations of allowing tree planting on neighbor’s <br />property before needed. <br /> <br />Paul Columbo: Can you tell me a bit about the catch basin at the end of the property? <br />General discussion around extension of pipe, understanding the pipe is old, and project is noted <br />to protect it. <br /> <br />Paul Columbo: What is the depth of the pool? <br />C&I: Six feet <br /> <br />General discussion on excavation process and elevation and if de-watering is possibly needed. <br />General consensus is de-watering is most likely not needed. <br /> <br />Paul Columbo: What percentage of the lot is subject to coastal flow? <br />C&I: Around 75% <br /> <br />Paul Columbo: Comparison of size differential of between buildings, one being raised and one <br />being built. <br />C&I: Slight reduction of size of 4 square feet, 3517 sq feet, to 3513 sq feet and this number <br />includes the pool. <br />Paul Columbo: But not the patio? <br />C&I: No, not the patio <br /> <br />Paul Columbo: Any questions from the audience? <br /> <br />Arlene Wilson, Anne Wilson Associates: <br />Representing the Tittlebaums.
