The General Session of the Mashpee Housing Authority Board of' Corm-russioners <br /> reconvened at 5:43 PM with the following inernbers present Jill Allen, Mary I.eClair, <br /> Kevin Shackett, and Richard Klein. <br /> 3. Approval of Previous Meeting's Minutes: Ms. Allen entertained a motion to approve the <br /> general session minutes of'April 13, 20231. Mr. Klein moved to approve the minutes of <br /> the general session of April 13,2033,seconded by Ms. LeClair. Motion Carried 3-Ayes, <br /> 0-Nays, Kevin Shackett-Abstained. Ms. Allen then entertained a motion to approve the <br /> special session minutes of April 27, 2023. Ms. LeClair moved to approve the minutes <br /> of the special session of April 27, 2023, seconded by Mr. Klein. Motion Carried. 3- <br /> Ayes, 0-Nays, Kevin Shackett-Abstained. <br /> 4. rreasurer's Report, Warrants: Ms. Conn reviewed the quarterly financials ending <br /> 3/31/2023. Mashpee's reserve levels dropped below 35% down to 33.54%, she has <br /> implemented a freeze on all expenses that are non-emergency, and the reserve levels are <br /> expected to be back above the 35% threshold before year-end. The MRVP program has a. <br /> 2,72%reserve level. Ms. Allen moved to approve the 3/31/2023 quarterly financials as <br /> presented, seconded by Ms. LeClair. Motion Carried. 4-Ayes, 0-Nays. The board <br /> reviewed the warrants of April 2023, Ms. Allen moved to approve the April 2023 <br /> Warrants, seconded by Ms. LeClair. Motion Carried. 4-Ayes, 0-Nays. <br /> 5. Executive Director's Report & UnqdAates: Ms. Conn reported that there are five rents <br /> Outstanding, one is deemed to be uncollectible,and court proceedings are underway. There <br /> are Currently no vacancies. Ms. Conn will soon be advertising for a part-thrie Resident <br /> Service Coordinator but is still considering Outsourcing the position. The board inquired <br /> about the rate of'pay and.hours, which is expected to be 18 hours per week at approximately <br /> $20.00 per hour. Capital project updates, the ARPA project for Breezy Acres Sidewalk & <br /> Catch Basin is going out to bid, and the building envelope project at Breezy Way is alniost <br /> ready to go Out. to bid. <br /> 6. 'Old Business: Ms. Conn reported that the septic inspection has been completed but she <br /> does not yet have the report on the existing system. The board discussed asking HOUSilIg <br /> Assistance Corporation or Preservation of Affordable Housing about the recent septic <br /> installed at Brewster Woods. Mr. Klein reported that the ("R.' is adding a member at large <br /> to their committee, and that a recent presentation regarding Disc (31olf was discussed. The <br /> I,EAN energy improvements are almost complete. Ms. Conn will review the OIG training <br /> schedule and update the board via e-mail or at the next meeting. Ms. Conn reminded board <br /> members and the public that the Mashpee I IOUSing Authority Board of Commissioners <br /> requested the OIG Investigation once it was determined that proper procurement may not <br /> have been followed. The Management Prograrn covered the payments of$73,000. The <br /> board briefly discussed the history ot"current and discontinued programs administered by <br /> the I lousing Authority, such as the, Housing Assistance Program, and a Section 8 Program, <br /> all operated under the Management Program. Ms. Conn will update the spreadsheet <br /> tracking the recommendations and present it at the next board meeting. <br />
