5 <br /> *Monday, November 6, 2023 Charter Review Committee Minutes* <br /> The Committee discussed the definition of Local Newspaper, referring to the Cape Cod Times and <br /> Mashpee Enterprise. <br /> Rodney Collins liked the idea of the Town Website in addition to the bulletin boards being the <br /> official place for postings. <br /> Section 1.7 (h) the definition of Local Newspaper should remain the same. The definition of (o) <br /> Town Bulletin Boards should include electronic postings. <br /> Mary Waygan referred to section (k) Quorum, some committees, boards have vacancies, and <br /> should the Committee consider adding the "majority of all current members". This was flagged <br /> for legal review. <br /> The Committee discussed the word Town should be used throughout the Charter when referring <br /> to the Town of Mashpee, this will be included under global changes <br /> Cathy Lewis asked if Chairs of the Boards would have access to the electronic bulletin board.The <br /> Town Manager answered that there is a tight control on that and the Town isn't going to deviate <br /> from that system. It's about the integrity of the system. <br /> Each committee would have a staff liaison or department. <br /> Rodney Collins again strongly suggested getting wording from legal counsel. The Committee is <br /> looking to expand this definition to include widely accepted forms of communication. <br /> The current physical bulletin boards are located at Town Hall, Water District, Senior Center, Post <br /> Office and Library.The weekly meeting notices are posted not the agendas, but agendas must be <br /> posted for 48 hours. <br /> It was also noted that the Select Board can change the venue for the meeting notices without <br /> changing the Charter. <br /> Mary Waygan suggested replacing the definition of Town Officer with Town Counsel's definition <br /> Waygan: include all elected and appointed members of Town boards, commissions, committees <br /> established/authorized by statute Charter, or Bylaw; elected individual office holders and <br /> appointed department heads (as "departments" are established within the Town's <br /> administrative organizational structure from time to time). Assistant department heads would <br /> only fall within the definition of Town Officer while serving or acting in the capacity as depart <br /> head due to the absence, disability, or other inability of the duly appointed department head to <br /> act on the Town's behalf (otherwise, an "assistant" department head would not have charge of <br /> his/ her office or department). Do not include Town Clerk. <br /> Current changes to Charter will be kept listed on a live document. <br /> The next meeting will be November 27t" at a location to be determined. <br /> Motion to adjourn made by Carol Sherman, motion seconded by Darlene Furbush: <br />
