2. Discuss and Vote on Sewer Commission Policy and Procedure in Addressing Public Inquiries. <br /> Catherine Castaneda distributed the first draft copy of the proposed Mashpee Wastewater Project Standard <br /> Procedure for Inquiry Response. She explained that this procedure will establish a basic standard procedure <br /> to guide, record and document interactions with property owners and residents who have questions regarding <br /> the sewer project. Catherine went on to state that the Inquiry Response Team will consist of the Town's <br /> Wastewater Department Staff, Sewer Commissioners and Construction Contractors as needed. She stated <br /> that she hopes to get questions and inquiries to closure as soon as possible. The goal is to get answers to <br /> people within 10 business days. <br /> Chair Smith stated that he likes this idea and understands that the procedure will need amending at some <br /> point in time. He said that he thinks that the Departments utilizing the procedure should be able to modify <br /> them as they see fit and, in turn, notify the Commission as to what was amended. <br /> Catherine gave a report on the information session that was held at the flu clinic on November 2nd saying that <br /> there were two substantial inquiries on that date. The session that was held on November 91" had more flow <br /> although attendance was lower. She stated that, in general terms, people want to know when they will be <br /> impacted and what the cost is going to be. <br /> A motion was made by Chair Smith to approve Draft#1 of the Mashpee Wastewater Project Standard <br /> Procedure for Inquiry Response and to give Karen Leslie of the Planning Department and Sewer <br /> Commissioners working on this project authorization to update the procedures and, in turn, notify the <br /> Commission of the changes that were made. <br /> Motion seconded by Mr.Towle. <br /> Motion passed by unanimous consent. <br /> 3. Scheduling of Website Informational Sessions. <br /> Vice-Chair Harris is having difficulty scheduling informational sessions pertaining to the website due to the <br /> Commissioner's availability. <br /> She stated that the one that was held at the flu clinic turned into an informational session on the sewer <br /> project. <br /> She will be sending an email to the Commission inquiring about their availability. She said she is looking for 2 <br /> hour blocks of time. <br /> NEW BUSINESS <br /> 1. Construction Update-GHD. <br /> Sandra Tripp stated that the update she gave two weeks ago still holds and that the North Collection System is <br /> getting its last pipes placed in the ground on Carleton. The final paving won't be done until after January <br /> when the weather allows and the plants open. <br /> She reported that the final paving has been done on the "Ships Roads" with the exception of Ships Lantern <br /> which they were using as a detour. It will be done in the spring. <br /> They are out of Summerwood for now and are now putting pipe in the ground on Quinaquisset Ave. When <br /> they are done with Quinaquisset they will be moving on to Orchard. Vice-Chair Harris inquired as to whether <br /> the residents in this area have green stakes and Sandra stated there won't be any stakes placed for about 5 to <br /> 6 weeks. <br /> The roofing has been done on the pump stations and they will be putting up siding soon. There hasn't been <br /> any equipment delivered yet. Sandra said it is on schedule. <br /> Sandra was asked to define pump station vs. lift station and she said they are basically the same thing. A lift <br /> station is for the sewer which flows to a point where it is then hydraulically lifted to a higher elevation to begin <br /> flowing by gravity down to the plant and a pump station is for water. <br /> 2 <br />
