And I did speak with the home <br /> owner today she said that due to the letter we sent her with that description that they <br /> are going to get the work done. She is going to let us know when the work scheduled. VOTE: Unanimous (3-0) <br /> ® Discussion of Title 5 failures in Phase I Sewer Project <br /> Mr. Harrington updated the board that in the previous discussions if the board will issue <br /> extensions up to 5 years if there is a failure within Phase 1, the first property which was <br /> 23 Swain Circle and as Mr. Harrington stated at the joint selectmen meeting we had a <br /> template that was drawn up that included the property owners right to request that <br /> extension which we have sent to the property owner and a copy was sent tote BOH. <br /> Some of the options for the board in order to grant and extension, and Mr. Harrington <br /> spoke with Scott McGann because he has dealt with this the last 6-7 years where they <br /> have had sewers installed in some portions of Falmouth. They have installed an audio <br /> alarm in the leaching facility or the septic tank where the owner would pump when the <br /> alarm sounds. They have had another (leaching facility installed as an interim measure. <br /> An example would be to remove the leach pit, re-stone it, and put it back in after the <br /> leachate impacted soils were removed and new sand fill was brought in or they could put <br /> a smaller pit in. They could go from a 6' to a 4' pit with stone around because it will only <br /> need to work for 5 years or less. There is a pumping requirement that includes a <br /> contractor pump on a scheduled basis and then a requirement to tie into the sewer within <br /> 30 days oft e sewer becoming available. Scott also mentioned that many of the banks <br /> may not allow those extensions to be granted because they want the septic upgraded so <br /> that the title will pass clearly. They won't issue a loan on a house that doesn't have an <br /> operating or passing septic system. Some banks will,some won't so we may run into that. <br /> That is something the owner needs to clarify before requesting that extension. We did <br /> get some letters from Falmouth that we can use as templates to send to homeowners <br /> and use as agreements with the homeowners if the board was to grant the extension. <br /> Falmouth requires that the agreement be recorded at the Registry of Deeds.
