4 <br />Community Preservation Committee <br />Minutes <br />November 9, 2023 <br />APPOINTMENTS & HEARINGS <br />Review of Project Alications to be considered for the Ma 2024w Slsecial Town Meeting <br />The Community Preservation Committee is in receipt of (4) applications to be considered for the <br />May 6, 2024 Special Town Meeting. Two applications were reviewed on this date. The <br />additional submittals will be reviewed at the next meeting. <br />Ashle�Fisher Dm rectormof Natural Resources. Pro ect„Ashumet Pond WNutrient _Inactivation <br />_....__ <br />Treatment: Change of Name: Ashumet Pond Rehabilitation andµwRestoration Proiecte <br />Ashley Fisher, Director of Natural Resources was in attendance to review the Ashumet Pond <br />Rehabilitation and Restoration project to restore water quality. <br />Ashumet Pond is noted to have a long history of nutrient impairment stemming from a <br />phosphorus enriched groundwater plume emanating from the wastewater treatment facility <br />located at the military base in the early 90's. <br />The clean-up effort of the base thereafter resulted in the construction of a new wastewater <br />treatment facility re -directing the discharge away from Ashumet Pond. Other treatments were <br />initiated at the groundwater interface abutting the pond. <br />Phosphorus is a nutrient for plants, including algae, which depletes the water of oxygen. <br />The Town of Mashpee has been working with Joint Base Cape Cod (JBCC) for 20 plus years to <br />address the phosphorus issue. Two aluminum sulfate treatments have been made in the pond to <br />capture the phosphorus. A third nutrient inactivation treatment is requested to further reduce the <br />phosphorus from the bottom sediments, and to reduce the public health risks associated to the <br />cyanobacteria blooms. <br />The Town of Mashpee is currently engaging with JBCC through an Environmental Service <br />Agreement to potentially share 50% of the cost, a reimbursement for the additional treatment <br />proposed to not exceed $1,000,000, based on the cost of the solution. The CPC funding request <br />is $675,000. However, costs are not fully known at this time. Factors such as an additional <br />shellfish survey may be required. <br />Aluminum sulfate is a salt that is water soluble and it is mainly used as a coagulating agent in the <br />purification of drinking water and wastewater treatment facilities. It binds with a wide range of <br />particles from clay and sand sediments to nutrients such as nitrogen and phosphorus. <br />
