As <br /> decision makers for the Town, residents are relying on you to enact local comprehensive plans that not <br /> only protect the environment and our natural resources, but strengthen the economy and foster <br /> prosperity across all social and economic classes. <br /> As you continue to discuss the proposed regulation to require I/A system, please consider the following: <br /> SUBSIDIES <br /> If funds are not allocated for I/A systems as a wastewater infrastructure investment then, at a minimum, <br /> funds should be allocated to offset any difference in the cost for residents to upgrade from a conventional <br /> system to an I/A system in the following situations: <br /> 1) At time of failure, where it is a primary residence and the property owner meets an income <br /> threshold. <br /> 2) At time of property transfer, where it is a primary residence and the property owner meets an <br /> income threshold (see exceptions below). <br /> 3) Where age is a factor and the primary residence is being sold to facilitate the transition to an <br /> assisted living or memory care facility. <br /> Additionally,when a passing Title 5 system is involuntarily replaced with an I/A system,the Town should <br /> pay any remaining balance owed to the County before a new loan is taken by the property owner under <br /> the Community Septic Loan Program. <br /> TEAR MDOWN REBUILD <br /> Immediate upgrade to an I/A system should be required. <br /> REPAIRS <br /> Tank and/or distribution box replacements should be allowed,with the requirement to upgrade to an I/A <br /> system within 15 years. <br /> ALTERATIONS& MODIFICATIONS <br /> I/A systems should be required only when there is an increase in flow,when a new office/den is proposed, <br /> or when finished space in a basement or over a garage is proposed. <br /> Permits to enclose a deck or to add a sunroom (both without privacy), add a bathroom, or to expand a <br /> living or dining room should not require upgrade to an I/A system. <br /> A Title 5 inspection is always required when a change in footprint is proposed,and will identify any failed <br /> system. Any property with a failed system would be subject to upgrade to an I/A immediately. <br /> PROPERTY TRANSFERS <br /> At time of property transfer, properties that have a passing Title 5 system should be treated as follows: <br /> • Tank and pit,or conventional system over 20 years old shall be upgraded to an I/A immediately. <br /> • System that is 11-15 years old shall be upgraded to an I/A system within 5 years of property <br /> transfer. <br /> • System that is 6-10 years old shall be upgraded to an I/A system within 10 years of property <br /> transfer. <br />
