The board must review and approve the plans 6v May 2qmtomeet
the DEP'stimeline. Mr. Harrington commended that heasked if the board could review
the plans in open session and Town Counsel had this reply: The Board could review the
plans in either open session or executive session, as it may deem appropriate. If it chooses to
discuss the alternative system in open session, /would advise that the discussion be
restricted to the system specifications and matters related thereto, with no reference to
^Yego/"aspects ofor the issues raised/n the pending [ADRappeal. K;r. Harrington
recommends that the open session would be fine asvve always review plans inopen
session. Just no mention of legal issues. There are technical comments that Mr.
Harrington will review at the meeting.
01R. HARR|NGTON: An initial review was done and menne up with a laundry list. Brian
Yergatian of BSC Group was looking to do one system so that they had economies of
scale where they didn't have to have several systems. The plans showed 3 Singu|air
systems that are proposed. | think they had 4at one point. So they have reduced it.
They have 3systems. One that is2,O9Oga||ons/day; system 2ioI,76Oga||ons/day,
system 3 is 6,130ga||on"/dmy. Systems 1[&2 have the Sin8u|airsysterns but they have
standard pressure distribution type of leech fields, where, system #3, over 6,000
gallons/day is going to be put through drip dispersal which is the perk-right drip
dispersal system. This isa smaller diameter tube with emits oni1 that are vibrated into
the ground, 6-12 inches below grade. | have additional questions because there isno
real detail for that system and it's the largest leeching system which is also on quite the
hill. There is pretty large difference in grade behind units21, 22, and unit 5 that goes
down and parallels the river. |'rn interested in how they're going to lay out the long
laterals, mr potentially how they're going todothat.
There is a recreational vehicle that was thrown in after one of the units burned. Cottage
#4 burned several years ago and Rich Albert and the previous owner put aR\/there.
This was never approved asa temporary home. | think the board should order the
removal of that because itis not an approved dwelling. |{they want to rebuild the
cottage, that's fine, but get the RV out mfthere.
My second comment is that there isnm main sewer line shown from unit 9 and unit 7
that attaches to the one of the main sewer lines. There's no details for the leeching for
system 3. We don't know exactly how they're going to lay out the laterals, which is
going to be hugely important. There's no protections for water and sewer line
intersections. We need to see where they're going to issue protections where new
sewer lines are going tm cross existing potable water lines. | didn't see anything
specified on there. And they're still showing an outlet for the laundry. |tisnny
understanding that the laundry was going tmberemoved. | think as long asthe laundry
