Board of Managers <br />Upper Cape Regional Transfer Station <br />Meeting Minutes <br />December 20, 2022 <br />Mashpee Town Hall <br />Mashpee: Catherine Laurent, Chair <br />Falmouth: Ray Jack, Peter McConarty (alt.) <br />Sandwich: Paul Tilton <br />Present: Chairman Catherine Laurent, Ray Jack, Paul Tilton (remote) <br />Also Present: Carl Cavossa, Nina Vasques - Cavossa Disposal; Colonial Tim Gordon —Vice <br />Commander, USAF ANG 102 Intelligence Wing <br />CALL TO ORDER <br />The meeting was called to order at 9:00 am. <br />APPROVAL OF MINUTES <br />A motion was made by Ray Jack and seconded by Paul Tilton to approve the minutes from the <br />October 18, 2022 meeting. Approved unanimously. <br />OLD BUSINESS <br />Review of UCRTS IMA Approved Amendment and Extension <br />The Select Boards in all four towns approved the amendment to terminate the Town of Bourne <br />as a party to the IMA. <br />The Falmouth, Mashpee, and Sandwich Boards voted to extend the term of the IMA through <br />6/30/26. <br />Vote on Extension of Contract with Cavossa Disposal Corp. <br />A motion was made by Paul Tilton and seconded by Ray Jack to extend the current CDC lease <br />contract with the Board of Managers expiring on 12/31/22 to 12/31/25. Approved <br />unanimously. <br />NEW BUSINESS <br />Review and Vote on CDC Request to Install Scale <br />Carl Cavossa submitted a proposal to the board to install a scale for the rail. There is a grant <br />opportunity through MassDOT to install a scale in order to weigh the rail cars. A portion of the <br />existing track would have to be cut. The scale would help maximize the loading of the rail cars <br />with MSW. There would be no cost to the Towns. CDC would provide the required match for <br />the grant. Carl understands that the scale would become the property of the Transfer Station <br />at the end of the lease. The scale would help position CDC as an option for MSW disposal, <br />either in an emergency or long term. <br />
