M
*Monday, December 11, 2023 Charter Review Committee Minutes*
Darlene Furbush questioned if resilience was the right adjective to use for the Tribe.
It was suggested that some of the wording of the draft be sent to Tribal Council for input. The
Committee also agreed that the preamble wouldn't be ready at least until October Town
Meeting.
David Weeden said he doesn't see the Tribe objecting to the word resilient.
Cathy Lewis will draft up the preamble redlining the changes and comments from the Committee.
John Miller presented copies of a sample of the community survey discussed at the last meeting
and asked for input from the Committee.
David Weeden suggested breaking up question #5 of the survey.
Cathy Lewis continued saying maybe the question should be basic "should the following positions
be appointed or elected" and then list the committees/boards.
Mary Waygan suggested adding a link to the Town Charter in the survey and adding wording
saying that you do not need to read the entire Charter to complete the survey. Also a link to the
Committee Minutes should be added and include either the number of questions or the length
of the survey.
Referring to the connotation of question #10 the Committee discussed reserving a space for tribal
members on boards and committees. The position would need to be appointed in accordance
with the Home Rule Charter. The notification of a vacancy would come from the Town.
Question #8 should be simplified. "Are you interested in getting the blue book/Town meeting
Warrant Articles electronically instead of getting a hard copy" and elaborate on what the blue
book is.
John Miller will re -draft the questionnaire and redistribute it to the Committee.
New Business
2024 Meetine Schedule
John Miller presented the proposed meeting schedule for Charter Review
January 29
February 5
February 26 (Popponesset Room)
March 4 (Popponesset Room)
April 8
April 29
May 13
June 10
