NOI: Notice of Intent
RDA: Request for Determination of Applicability
EXT: Permit Extension Request
COC: Certificate of Compliance Request
Pre/Post Hearing Items:
Discussion items: Mr. Russ Wilcox presented his letter of interest in joining the conservation
commission and proceeded to introduce himself to the commissioners. There was some back
and forth questions/conversation with Mr. Wilcox. Commissioners proceeded to fill out
evaluation forms as per Selectboard policy 001 for interviewing prospective volunteers for
boards, commissions and committees.
Agent reviewed some of the pre/post agenda items. Mrs Zollo asked to remove the land
acquisition subcommittee pre/post item from the agenda moving forward. Agent recommended
replacing this item with updates from the Environmental Oversite Committee.
Mr. Colombo reviewed the proposed amendments to change all regulatory amendments to the
50 and 100 ft buffer zones to 75 ft and 150 ft respectively. Agent stated this will be scheduled
as a public hearing for public comment on January 25th. A hearing for promulgation will be on
February 151h barring any changes to the draft amendments from public comment. Agent stated
this is a housekeeping measure to bring regulation language in line with the bylaw change in
the buffer zone expansion to 150 feet. Mr. Colombo asked about the mitigation calculation chart
and Agent stated that the chart will also be amended as part of this process to reflect the
expanded buffer zone. The biggest change is a minimum of 2:1 ratio for mitigation in the 75-150
ft setback from the most landward wetland delineation.
Mr. Colombo mentioned Cape Cod Times article re: draft regulatory changes to the MA State
Wetlands Protection Act for Land Subject to Coastal Storm Flowage and discussion on
opportunities to comment on the draft regulation (310 CMR 10.26). Agent highlighted most
relevant changes to the commissioners. All commissioners encouraged to review draft
regulation and comment with any feedback.
Agent updated commissioners on water quality issues on Ashumet Pond with PFAS/PFOA
contamination from the Mass Military Reservation and details on a master plan to deal with this
situation. Ashumet Pond was determined to be the most impacted waterbody in the state when
it comes to PFAS/PFOA contamination.
Some additional discussion on Gooseberry Island and South Cape Beach erosion issues.
Agent updated on Upper Quashnet and Chopchaque restoration projects
Motion to adjourn: Alex Zollo
Motion seconded: Steve Cook
Unanimous vote to adjourn meeting 4-0
Meeting adjourned at 8:49 p.m.
Respectfully submittedd,, .°°°°
✓wV 9- .
