HEARINGS:

6:00 Caroline R. Goodman, Trustee, 53 Godfrey Road. Proposed expansion and NOI
replacement of existing pier.

Raul Lizardi from Cape & Islands Engineering, Inc. presented plans.

Homeowner Caroline Goodman was present.
Agent asked about the draft of the boat, Raul Lizardi answered it’s 14 or 11 inches,
depending on the outcome of this hearing. Shellfish Constable recommended the Shellfish
Mitigation Fee. Agent stated the project meets performance standards under Regulation
27. He recommends a close and issue.
Mr. Colombo asked about the pilings. Raul Lizardi explained there are 2 existing pilings for
the existing float that will be repurposed, and 6 new pilings. The location of the 2
repurposed pilings will be determined by the Harbormaster if this project is approved.
Alfred, an abutter, had a public comment. If one of the moorings is moved closer to his
dock, he won’t be able to get to his dock. He asked why it’s not being addressed now. Raul
Lizardi said the relocation will be done with the Harbormaster to be sure it doesn’t interfere
with any other piers or floats in the neighborhood. Alfred asked if there’s any regulation on
the size of the floats. Agent said yes, they are assessed by the Conservation Commission,
Harbormaster, and Shellfish. The sizes are sent to the Harbormaster and Shellfish well in
advance to the hearing, so it can be reviewed at the hearing.
Assistant Agent read Board of Health Comments.
Mr. Sweet motioned to close and issue.
Mr. Dalton seconded the motion.
Vote: 6-1-0
Roll Call Vote:
Mr. O’Neill; yes
Mr. Colombo; no
Mr. Sweet; yes
Mr. Smith; yes
Mr. Weeden; yes
Ms. Zollo; yes
Mr. Dalton; yes
In favor, 6; Opposed, 1; Abstentions, 0

6:03 Silva Development, LLC, 14 Menemsha Road. Proposed demolition and reconstruction RDA
of single-family dwelling with associated landscaping and hardscaping.
Raul Lizardi from Cape & Islands Engineering, Inc. presented plans.
Homeowner Leo Silva was present.
Assistant Agent said this project meets performance standards. She asked about a
structure being in the flood zone. Raul Lizardi said the existing house is in the flood zone,
the proposed house has a grade change so it will be out of the flood zone. Assistant Agent
also asked about the paved driveway, Raul Lizardi said that will remain. Assistant Agent
asked about which trees will be in the flood zone, Raul Lizardi explained. Assistant Agent
read Board of Health comments.
Mr. Sweet asked if the entire lot should be seeded, Raul Lizardi said it would be acceptable
to the homeowner and it would be one type of seed mix in accordance with Mashpee’s Ch.
172 lawn standards.
Paul Thurston, an abutter, made a public comment that they are concerned about the
grading on the right-hand corner of the property line. Raul Lizardi explained the grading in
that area. They are proposing to collect all the runoff from the roof, so it does not end up in
this area. This is not unusual; we cannot propose grading outside of the property lines.
We’re capturing the runoff from the structure which is the most critical one. Paul Thurston
