5 <br /> The suggestion was made to omit boards and commissions from section m and insert town <br /> employee and that the appointing authority should be the one who handles the investigation. <br /> Except any employees under the School Committees jurisdiction. <br /> Mary Waygan said that boards that include staff members becomes dysfunctional quickly <br /> because the staff member/committee member's view is skewed more towards their boss. For <br /> example Human Services. <br /> There should be staff on boards and committees but they shouldn't have a voting role. <br /> The rules regarding employees or staff liaisons that are on committees should be better defined. <br /> For example, clearly defining who the employee reports to? <br /> The committee referred to Town Counsel's definition of a town officer which is as follows: <br /> The Term "Town Officer" as defined in Section 1-7 of the Charter has historically been construed <br /> to include all elected and appointed members of Town boards, commissions, committees <br /> established/authorized by statute Charter, or Bylaw; elected individual office holders (such as <br /> Town Clerk); and appointed department heads (as "departments" are established within the <br /> Town's administrative organizational structure from time to time). Assistant department heads <br /> would only fall within the definition of Town Officer while serving or acting in the capacity as <br /> depart head due to the absence, disability, or other inability of the duly appointed department <br /> head to act on the Town's behalf (otherwise, an "assistant" department head would not have <br /> charge of his/ her office or department). <br /> Mary Waygan suggested using "qualified relevant employee" as opposed to town officer. <br /> Don Myers suggested adding except the school under procurement powers and duties of the <br /> Town Manager. The Superintendent is the chief procurement officer for the school. <br /> Under section 4-4, a, the committee suggested changing the section from temporary absence to <br /> unanticipated circumstances. <br /> Motion to adjourn made by Darlene Furbush, motion seconded by Carol Sherman: <br /> Miller,yes Furbush,yes Lewis, yes <br /> Myers, yes Sherman, yes Waygan, yes <br /> Vote: unanimous <br /> Meeting adjourned at 8:45 pm. <br /> Respectfully Submitted, <br /> Stephanie A.
