Capital Improvement Program (CIP) Committee Minutes January 30, 2024 (Approved 3-7-2024) <br /> Present: Town Manager Rodney Collins, Finance Director Dawn Thayer, Select Board Member John Cotton, <br /> Finance Committee Member A. Gregory McKelvey via Conference Line at 3:30 pm, School Representative <br /> Patricia DeBoer; Member-at Large John Livingston <br /> Absent: <br /> Meeting Called to Order by Chair Collins at 2 pm. <br /> Mashpee Town Hall, Waquoit Meeting Room <br /> 2 p.m.—Convene Meeting <br /> MINUTES <br /> • Approval of Minutes of January 18, 2024 and September 11, 2023 <br /> Motion made by Mr. Cotton to approve the minutes of January 18, 2024. <br /> Motion seconded by Mr. McKelvey. <br /> Discussion: DeBoer: The minutes list Mr. Sarno (CIP member) as absent and (resigned). The recording secretary <br /> explained that Mr. Sarno' s resignation was accepted by the Select Board on January 22, 2024 after the January <br /> 18, 2024 CIP meeting was held. <br /> VOTE: Unanimous. 6-0 <br /> Roll Call Vote: <br /> Mr. Collins, yes Mr. Cotton,yes Mrs. DeBoer,yes <br /> Mr. Livingston,yes Mr. McKelvey, yes Mrs. Thayer, yes <br /> Opposed, none <br /> Motion made by Mr. Livingston to approve the minutes of September 11, 2023 <br /> Motion seconded by Mrs. DeBoer <br /> Discussion: Mr. Cotton and Mr. McKelvey were absent on September 11, 2023 so they will abstain on the vote. <br /> VOTE: 4-0, 2 abstentions <br /> Roll Call Vote: <br /> Mr. Collins,yes Mr. Cotton,abstain Mrs. DeBoer,yes <br /> Mr. Livingston,yes Mr. McKelvey, abstain Mrs. Thayer, yes <br /> Opposed, none <br /> APPOINTMENTS & HEARINGS <br /> COMMUNICATIONS& CORRESPONDENCE <br /> OLD BUSINESS <br /> • Discussion and Possible Approval of Capital Improvement Submissions and Five-Year Capital <br /> Improvement Plan <br /> Mr. Collins the Town is short of what is needed to fund everything and there is a need to reduce the CIP <br /> requests,this is not unreasonable, rather, it is a fiscal reality. The FY25 operating budget department requests <br /> need to be reduced by about$1.2 million and he is still working on his recommendations. <br /> The original CIP was about$9 million and he is going to present a revised recommended CIP Plan for FY25 for <br /> the Committee to discuss and take action on. The Police Dept. overall dollar amount is not changing but there <br /> is discussion of purchasing versus leasing. If purchased the Town can avoid the predicted interest rate of about <br /> 8%. The Town Manager is inclined to purchase two vehicles on the premise that next year we would continue <br /> to purchase. <br />
