Review of Request of Title 5 Variance – 428 Monomoscoy Road, Cape and Island Eng <br /> A design plan has been submitted for a septic system upgrade to a MicroFast septic <br />tank. The variance sought is for the leaching field to be 4 feet above ground water as <br />opposed to 5 feet. <br />The applicant stated that this would be raze and replace of a two-bedroom house with <br />no increase in flow. However, an issue has been raised regarding the ground water level. <br /> <br />Public Comment: Paul Colombo, Chair of the Conservation Commission, spoke about his <br />concern the data’s timeliness being 30 years old and therefore with questionable <br />accuracy. (DPW has hit higher level ground level with catch basin installations). Mr. <br />Colombo indicated he applauded the Board of Health looking at the ground water level. <br /> <br />Mr. Virgilio noted that ground water level has varied up and down over his 40 years of <br />experience. <br /> <br />The applicant conceded that depth would determine if the system needed to be raised <br />and by how much. Whatever the perc test shows, is what the applicant will have to do. <br /> <br />Mr. Raposa made a motion to approve the requested variance pending an observation <br />hole to verify the 60+ inches to get official 4 feet from ground water to the leaching <br />field. which was seconded by Mr. Virgilio. Roll Call Vote: Ed Raposa (Yes), Ernest Virgilio <br />(Yes) 2 – 0 Unanimous. <br /> <br />5. Discussion of Eversource Pesticides Right of Way Spraying. <br />Mr. Seabury informed the members of the Eversource’s plan to use herbicide and keep <br />the power lines clear of harmful vegetation like Poison Ivey and Poison Oak for power <br />line workers. Mr. Seabury went on to note that the cables provide power to all the Cape <br />and are essential. The lines are truly critical infrastructure. Mr. Virgilio agreed and noted <br />the presence of electric cars.
