Presentation and Discussion of Suggestions of the Charter Review Committee.
John Miller addressed the Committee with regard to the Charter Review Committee stating that the Committee
is dealing with a wide assortment of issues. One of them pertains to the Blue Book. Mr. Miller stated that there
will soon be a survey distributed and one of the items on the survey to be considered is whether or not the Blue
Books should be continued to be mailed to all the households or mailed electronically or a combination of both.
He said that between the cost of printing and the cost of mailing for the last two Town Meetings is just under
$22,000. ¾ of this figure is for the printing of the book and the balance is the cost of postage.
The current Charter already states that the book be mailed or electronically mailed seven days prior to the
meeting.

Mr. Miller said that another question that will be on the survey is whether the Town Clerk position, members of
the Finance Committee, Zoning Board of Appeals and the Sewer Commission should be elected or continue to
be appointed as they are now.
Lee Smith asked process other Towns on the Cape are using. Mr. Miller answered that he can only answer
pertaining to the Town Clerk and that the State is migrating from elected Town Clerk to appointed. He that that
on Cape Cod there are six Towns that have changed from being elected to being appointed.

8
