4 <br /> Board of Selectmen <br /> Minutes <br /> February 1, 2021 <br /> Discussion of wastewater Plan/Discussion of Possible Mqy.2021 Town Meeting Articles : (con't) <br /> Of the six um station sites, one is proposed in the area of Asher's Path. Due to its proximity to sensitive <br /> pump p p <br /> areas and given the sentiment of the residents to retain the vegetation buffer, it is the agreement of the <br /> Sewer Commission to re-site this pump station closer to the Transfer Station. It is also the <br /> p p p <br /> consensus of the Select Board to honor its commitment to the residents and re-site the pump facility to <br /> minimize the external impact and disruption to this neighborhood. <br /> It is the agreement of the Select Board and Sewer Commission to design and construct the pump stations <br /> as standardized shed type buildings to remain appealing within their site locations. One area is under <br /> consideration for the placement of a small pump building on unrestricted conservation land off of <br /> p <br /> conceptual Mash pee Neck Road. with renderings, the proposal is expected to be reviewed by the <br /> p <br /> Conservation Commission at a future meeting. It was agreed a ruling would be obtained from Town <br /> Counsel regarding Article 97; the Home Rule Petition to ensure there is no requirement for legislative <br /> g g 7 <br /> approval. <br /> With regards to the Town Meeting Articles associated to the Wastewater initiative it was unanimously <br /> g g <br /> agreed the articles would be co-sponsored by the Board of Selectmen and Sewer Commission. <br /> To adhere to the mandates as discussed with respect to the CwSRF loan program; the following tickler <br /> was developed; <br /> • May 2021 Town Meeting Articles -Borrowing Authorization&Flow Neutral Bylaw <br /> y g <br /> • Ballot Question for Debt Exclusion <br /> • Updated Finance Plan for wastewater <br /> Opinion from Town Counsel re: Article 97 <br /> Timeline <br /> Prior to June 20, 2021 --Funding must be approved through a vote of Town Meeting. <br /> A Ballot Question is required to maintain eligibility for CwSRF funding. <br /> It was agreed the respective Select Board and Sewer Commission would share communication regarding <br /> the above noted matters. The Select Board is scheduled to conduct final review of the May 2021 Special <br /> and Annual Town Meeting warrants at their meeting of March 22, 2021. <br /> Under the current State of Emergency due to the pandemic, discretion is given to municipalities regarding <br /> the re-scheduling of town meetings and elections under the same applicable rules. <br /> It was determined the Select Board would further discuss options on how to manage the upcoming Town <br /> Meeting. Town Manager Rodney C. Collins was directed to develop contingency plans for the Board's <br /> review. <br /> Motion made by Ms. Malone to adjourn the Sewer Commission Meeting at 7:25 p.m. <br /> Motion seconded by Mr. Dunn. <br /> VOTE: Unanimous. 5-0. <br />
