<br /> <br />SPECIAL MEETING MINUTES <br />MASHPEE BOARD OF SEWER COMMISSIONERS <br />TUESDAY, APRIL 2, 2024, 4:30 p.m. <br />MASHPEE TOWN HALL <br />WAQUOIT MEETING ROOM <br />16 GREAT NECK ROAD NORTH <br />MASHPEE, MA 02649 <br />*In-person, televised meeting* <br /> <br />Present: Chair, Chad Smith, Vice-Chair, Meredith Harris (via Zoom), Clerk, Catherine Casteneda, <br /> Phyllis Sprout, Al Towle <br /> <br />Other Attendees: Matthew Abrahams, Abrahams Group <br /> Town Manager, Rodney Collins <br /> John Cotton, Select Board Chair <br /> Andrew Gottlieb, Executive Director, Association to Preserve Cape Cod <br /> Wastewater Superintendent, Jared Meader <br /> Sandra Tripp, GHD <br /> Michaela Wyman-Columbo, Select Board Member <br /> <br />Absent: Joe Lyons <br /> <br />4:30PM – Convene Meeting: Chair, Chad Smith called the meeting to order at 4:30PM in open session at <br />Mashpee Town Hall, Waquoit Meeting Room. <br /> <br />PLEDGE OF ALLEGIANCE <br />MOMENT OF SILENCE <br />PUBLIC PARTICIPATION <br />Town Manager, Rodney Collins read a prepared statement regarding the funding of Phase 2 of the wastewater <br />project. Specifically, Article 6 of the Special Town Meeting Warrant and Article 4 of the Annual Town Meeting <br />Warrant. Mr. Collins stated that this is a critical time to provide voters with an informed path towards Town <br />th <br />Meeting on May 6. <br />He stated that all available funding sources have been utilized to lower the amount to be assessed to the levy <br />through a debt exclusion in May. They are as follows: <br /> <br />Mashpee’s eligibility to obtain a 0% SRF loan has been confirmed via a letter from the DEP. This loan is <br />contingent on continued compliance with the flow neutral bylaw and voter approval of the project at May <br />Town Meeting. <br /> <br />Written confirmation of 25% principal debt relief from the Cape and Islands Water Protection Fund has been <br />received. <br /> <br />Mass Clean Water Trust has provided a 3.3% principal forgiveness per their regulations and formula. <br /> <br />1 <br /> <br /> <br />
