Proposed removal of existing float, installation, maintenance and <br />licensing of new float including the removal and reset of 2 existing timber piles. Rep: Cape & <br />Islands Engineering, Inc. <br /> Resource Area: Land under ocean & Land containing Shellfish. <br /> Mr. Lizardi-Rivera, the representative from Cape & Islands Engineering, Inc., explains <br />that the project involves a coastal pier with an existing licensed and permitted pier. The <br />homeowners aim to replace the current float with a 200 square foot float and reset two existing <br />piles. Upon completion, there will be a 10% increase in the overall footprint, which has been <br />acknowledged and discussed. If the commission approves the project, Mr. Lizardi-Rivera plans <br />to proceed with the licensing process for the waterways at the Department of Environmental <br />Protection (DEP) to license the 10% increase. <br /> <br />The project has been presented to the Harbormaster, who has confirmed no navigational hazards. <br />Additionally, a letter from the Department of Marine Fisheries (DMF) recommends installing <br />float stops to provide 2.5 feet clearance from the bottom substrate at low tide to prevent the float <br />from grounding. <br /> <br />COMMISSIONERS COMMENTS <br /> <br />Ms. Thornbrugh references a note requesting information about the vessel intended to be <br />docked. Raul explains that the information is not currently available. Mr. McManus suggests <br />requiring the furnishing of vessel information, expressing concern about the potential for a larger <br />boat due to the increase in pier size, and asks for the reasoning behind the size increase. Mr. <br />Lizardi-Rivera responds that the increase in size aims to improve the stability of the float. <br /> <br />Mr. Kent agrees with Mr. McManus and proposes adding the requirement to the conditions. He <br />also mentions the recommendation from the Shellfish Constable for a mitigation fee of $720 due <br />to alterations to shellfish habitat from new piles and increased shading resulting from the size <br />increase. He suggests a condition requiring payment of the mitigation fee before dock <br />construction. <br /> <br />Ms. Zollo seeks clarification on the purpose of collecting boat size information. Mr. Kent <br />explains that it serves as a reference for typical boilerplate conditions, ensuring float stops are <br />included to prevent prop dredging of bottom sediments. Mr. Lizardi-Rivera confirms that this <br />discussion has already taken place with the applicant, and the float stops are already included in <br />the draft, with no objections. <br /> <br />Ms. Zollo then requests clarification on why one pier would have multiple permits. While there <br />is no clear explanation, possible reasons include the first permit being for the original project and <br />subsequent permits being extensions or due to the project not being completed at the time of the <br />first permit, necessitating a new Notice of Intent (NOI). <br /> <br />There are no public comments. <br /> <br /> <br />
