HUMAN SERVICES COMMITTEE <br /> MEETING MINUTES <br /> JUNE 20, 2019 - 2:00 PM <br /> MASHPEE TOWN HALL <br /> Committee Members Present: Also Present: <br /> Lynne Waterman Gail Wilson, Human Services Director <br /> Frank Fantasia <br /> Mary Bradbury <br /> Lynne Barbee <br /> Members Absent: <br /> Veronica Wrden <br /> Ebony Steele <br /> CALL TO ORDER: <br /> Lynne Waterman called the meeting to order at 2:05 PM <br /> PUBLIC COMMENT: None <br /> Recognition of passing of Selectman Joh Cahalane and his important contribution to this <br /> committee and the Town of Mashpee. Lynne W. reports that his vacancy on the committee may not <br /> be filled immediately, so members need to attend to achieve a quorum. <br /> OLD BUSINESS: <br /> Review of Minutes from May 16, 2019 meeting. Frank Fantasia moved to approve, Mary Bradbury <br /> seconded. Unanimous vote to approve. <br /> NEW BUSINESS: <br /> Guest Presenter: Meg Payne, VNA, Cape Cod. As of today, Meg is the Program Coordinator, but as <br /> of Monday she will be the Operations Manager. Melanie Parrish will be the number two person. Our <br /> Contract focuses on maternal/child and mental health, but the VNA is spending even more time on <br /> "wellness" programs in the community. In 2016 nursing visits were high, but in 2019 wellness is a <br /> priority. In past year, 11 wellness programs, taking place at the Mashpee Senior Center, reached over <br /> 200 Mashpee residents (Fit & Strong, Matter of Balance, Nutrition, Travel Safety, Health Coaching). Of <br /> the 12 overall programs they present, six are evidence-based. They still do home health visits, but <br /> much less demand, so they now reach a broader population. <br /> Frank inquired why is there less demand for health visits? Probably because there are now <br /> more/better health services in town. In the home visits the VNA does well being (vitals, safe <br /> conditions, medications) but refer persons out to medical services. <br /> Lynne W. said more psychiatric visits are needed. Under the Contract, the VNA does not do <br /> individual psychiatric visits, but focuses on group activities. Cape Cod Health Care now has <br /> behavioral health programs. VNA nurses do teach the wellness programs, so can help address <br /> behavioral health. <br /> Mary asked about family and child programs. Meg explained they had a young child/new mom <br /> program but it was underutilized. In the past year there were four maternal health visits, so that <br /> program will continue. They do a nutrition program for second and third graders in school. Mary <br /> asked if nutrition could be part of the after school program. Mary will follow up with VNA Melanie <br /> Parrish on this. <br /> Finally, a discussion about revising the VNA contract description. Attachment A, defining the <br /> mission of the VNA will now read: <br /> "The mission the Visiting Nurse Association is to coordinate and deliver the highest quality, <br /> accessible health services which enhance the health of all Cape Cod resident and visitors. The <br />
