HUMAN SERVICES COMMITTEE <br /> MEETING MINUTES FRIDAY, DECEMBER 17, 2021 <br /> PRESENT: Lynne Waterman, Mary Bradbury, Christine Willander, Lynne Barbee <br /> Gail Wilson, Human Services Director <br /> ABSENT: Ebony Steele, Selectman David Weeden <br /> CALL TO ORDER: 11:05 AM <br /> PUBLIC COMMENT. none <br /> OLD BUSINESS <br /> Review of Minutes From November 19, 2021 <br /> Move to approve, Mary B, second Lynne B, all approve <br /> Filing of Vacancy- one application from Stephanie Simpson. Town Counsel requests that By-Laws be <br /> finalized and approved before moving on applications. Frank Fantasia sent his resignation letter to the Select <br /> Board. <br /> NEW BUSINESS <br /> Update Committee By-Laws <br /> Gail will work on a rewrite. <br /> Notes from discussion: Director of Human Services isn't even mentioned, must be included. <br /> Article 1 Name:is fine. <br /> Article 11 Purpose: Purpose of Committee is to "guide and support the director," not"create and implement;" <br /> the Director is not a member of the committee, but reports to the committee which acts in an advisory capacity. <br /> In specific aims, committee does not make recommendations to the Board of Health. <br /> Article III Membership, section A-preference is 7 members: including Member or designee of Directors of <br /> Council on Aging, Recreation Department, Board of Health; Select Board Member; three at-large members of <br /> the community; delete "unaffiliated"wording. Membership. sections B & C are fine. <br /> Article IV: no change to positions, necessary to specify June election? <br /> Article V Duties - Director actually sets meeting agenda, not Chair; Chair presides at meetings; delete last two <br /> bullets. <br /> Article VI: Committee meets regularly. quorum is 4 out of 7; delete Section D. <br /> Article VII: delete Termination. <br /> Article VIII Amendments must be approved and signed off by Select Board. <br /> Human Services Contracts <br /> With Gosnold no longer getting a grant, one proposal was to transfer the full amount of this grant <br /> ($4,892.00) to Independence House. At the request of the Town Manager, some of that grant($500.00)will be <br /> set aside for the Mashpee Inclusion and Diversity Committee. The remainder ($4,392.00) will be transfered to <br /> Indenpendence House, making a total FY2023 grant of$7,687.00. The Human Services Director will over the <br /> expenditures of the Inclusion and Diversity Committee funds. <br /> ADDITIONAL TOPICS <br /> Director reports that most of her work focused on homelessness, mental health, fuel assistance, <br /> substance use. <br /> ADJOURNMENT. 11:50 am, move to adjourn by Mary B, second by Christine W, all approve. <br />
