CHARTER REVIEW COMMITTEE MINUTES Monday, March 25, 2024* 6 <br /> should be included in this section so that it falls under the powers and duties of the Community <br /> Development Department. <br /> Rodney Collins said that any position that is created has to go to Town Meeting. He will want to <br /> research the position of the Industrial Development Financing Authority and the last position that <br /> was created was the Department of Wastewater Management in 2016. <br /> Unless the IDFA is the umbrella legal term for redevelopment authorities then strike it.The Town <br /> Manager will be check the definition of the Industrial Development Financing Authority and the <br /> Economic Development and Industrial Corporations powers and duties. <br /> This will be placed Parking lot item. <br /> Section 5.7 <br /> In Section 5.7 (a) the Committee proposed adding finance to the list of experience required to <br /> serve on the Planning and Construction Committee. <br /> In making appointments to the committee,the Select Board shall seek persons having experience <br /> in the fields of architecture, engineering, construction, real estate, law or finance. <br /> Under Section 5.7 (b) Powers and Duties, there was a suggestion to include identifying grant <br /> funding, however the Committee liaison already identifies the grant funding. There was further <br /> discussion on adding "identifying grant funding" <br /> Point of order called by Chair John Miller to discuss the Committees direction with regard to the <br /> items up for discussion. The Charter Survey will help to organize the house keeping items. The <br /> suggested changes will all be presented as one non-controversial package. <br /> Rodney Collins said his concern with this section is finding the qualified competent people to <br /> serve on the Planning and Construction Committee. Furthermore Mr. Collins will speak with the <br /> DPW Director who works closely with the Committee. <br /> Motion to adjourn made by Darlene Furbush motion seconded by Rodney Collins <br /> Roll call: <br /> Miller,yes Weeden,yes Collins,yes Furbush, yes Lewis, yes <br /> McKelvey, yes Myers,yes Waygan, yes <br /> Vote: 8,yes <br /> Meeting adjourned at 8:32 pm. <br />
