3 <br /> CHARTER REVIEW COMMITTEE MINUTES Thursday, May 2, 2024 <br /> Carol Sherman said people don't know where the money is being appropriated from. <br /> Rodney Collins said in fairness, I'm not sitting there at my desk and calculating all of that. The <br /> finance team is telling me this is where this is coming from. <br /> Don Myers said he is just asking to take what's in motion and put it in the budget narrative. <br /> The committee continued with discussion of the budget timeline. <br /> Don Myers said all I can say in regard to the timeline, from my perspective, you know we're <br /> starting in October. We're doing our initial submissions in October. How do we streamline some <br /> of that process after that, given that we've got a whole bunch of fingers in the pot that need to <br /> look at the process. And this is not a full time job, particularly for the Finance Committee. <br /> John Miller suggested getting the key people together on their own that have inputs to the <br /> budget,finance Team,Town Manager, and Finance Committee representative. Not everyone but <br /> just representatives and start to draw it out. <br /> The Committee also discussed the cost of publishing the budget in the paper. The total cost of <br /> publication was $7,444.00. Both printing and postage for the Finance Committee Report is <br /> $22,000. <br /> New Business <br /> Survey: Preliminary Results Tabulation <br /> Copies of the survey results tabulated on an excel spread sheet were distributed to the <br /> Committee. <br /> Rodney Collins said he thinks the data is helpful for the purposes of discussion, but there is no <br /> scientific data assembled and I know one person that said they voted 10 times. <br /> The Committee continued discussion of the survey results and the ability of participants to take <br /> the survey more than one time. The question regarding a tribal member being on all boards and <br /> committees was also brought up as well as the question regarding the town manager being a <br /> resident of the town. Although there may have been multiple surveys submitted by the same <br /> people the survey still leaves room for discussion. <br /> Mary Waygan commented on the position of the town clerk being elected or appointed. She said <br /> that the people who took the survey aren't stupid, they know what's going on and I'm going to <br /> tell you, that if the town wants an elected clerk I'm leaving it alone, because if we put it to town <br /> meeting, it's going to go down in flames. <br /> Rodney Collins added he isn't one to test the will of the people or go against the will of the people. <br /> But in this particular case, based on what he's heard, I think there is room for further <br /> consideration. And in my in my world, if a person is not doing their job competently, if they're <br /> not. <br /> You have no recourse except in recall that causes a state of dysfunction for a department. <br />
