➢ Discussion <br /> o Review of Housing Production Plan— The window for the public hearing has <br /> closed, and all comments have been reviewed. A question has been raised <br /> regarding whether new construction requiring new items should be implemented <br /> immediately, with the DEP allowing an extension until 2024. Concerns have been <br /> voiced regarding flow neutrality, and the community feels that too much of the <br /> plan is focused on market-rate housing rather than low-income housing, as <br /> originally intended. The involvement of the planning board in the process may <br /> lead to delays. Additionally, there is a request to see the matrix detailing how <br /> comments from authoritative boards were considered, how they were addressed, <br /> and any redline changes made. A follow-up with the Town Manager will be <br /> scheduled. <br /> ➢ Future Meeting Dates <br /> o Confirm 2024 Schedule— The Committee has confirmed that the current <br /> schedule,which is the last Monday of each month, is acceptable. This <br /> confirmation has already been sent to the Town Manager's office and will also be <br /> forwarded to the Town Clerk. All agenda items should be submitted to Mr. <br /> Weeden by the Monday preceding the meeting. <br /> o Additional Agenda Discussion- The committee has agreed to include a standing <br /> item for public comments, along with regular updates on environmental matters <br /> such as water quality. <br /> ➢ Additional Comments & Questions <br /> o 604B Grant—The DEP has advised that work on the abutting parcels around <br /> Santuit and Timberlane can no longer be covered by the MVP grant. This <br /> necessitates a revision of the entire scope, focusing the grant solely on enhanced <br /> wetland restoration. <br /> ➢ Discussion—M.G.L. Ch. 108 Nutrient Reduction <br /> o SRF Funding (Compliance) <br /> 0 0% Financing Impacts <br /> ■ The Committee's concern ties in ensuring that the 0% funding is not <br /> overlooked and addressing any potential issues. The loss of funding would <br /> bring the sewer project to a halt. A suggestion has been made to conduct <br /> educational workshops to ensure all Encumbrances understand the current <br /> bylaws, regulations, and their roles. Having these certifications in place <br /> will facilitate town funding. It has been decided that this should be <br /> presented as a standalone meeting due to the detailed nature of the topics. <br /> COMMITTEE REVIEW <br /> ➢ Review of EOC's Mission, Vision, & Values <br /> o EOC mission statement edits <br /> o Committee members were assigned to produce a list of 5 key issues and items <br /> that the EOC should focus on and prioritize them. <br /> 3 <br />
