Select Board
Minutes
November 6, 2024
Present: Selectman Carol A. Sherman, Selectman David W. Weeden via ZOOM,
Selectman Michaela Wyman -Colombo,
Selectman John J. Cotton, Selectman Thomas F. O'Hara
Town Manager Rodney C. Collins
Assistant Town Manager Wayne E. Taylor
Meeting Calledwto,wOrder by Chairman Sherman at 5:00 p.m.
Mashpee Town Hall, Waquoit Meeting Room
APPOINTMENTS AND HEARINGS
ia Clss Tax Classification Hearmg wDirector of Assessing Jose 1, h Gibbons;,.
The Select Board opened the Public Hearing on whether the Town of Mashpee should implement
the Classification Act. At said hearing, testimony would be heard as to what will be the Fiscal Year
2025 residential factor which will determine the share of taxes each classification of property will
pay, what will be the open space factor, and whether there will be a residential exemption and/or a
small commercial exemption. In accord with posting procedures, the hearing notice was read into
the record.
Joseph Gibbons, Director of Assessing was in attendance to facilitate the Classification Hearing
with Board of Assessor, Paul Andrews.
It was noted that Assessors must classify all real property according to its use as of each January 1 14
into one of four classes: Residential, Open Space, Commercial or Industrial. The Select Board must
vote on whether to continue the factor of "1" which would not shift the tax burden between classes.
With regards to the Open Space factor, Mr. Gibbons indicated the parcels are already greatly
discounted and would have very little effect if exempted. The Small Commercial Exemption if
adopted would authorize up to 10% for owner -occupied properties assessed under $1 million
dollars. It is recommended to not adopt an Open Space discount and to not adopt a Small
Commercial Exemption.
The Select Board took the following action;
Motion made by Selectman Cotton to adopt a factor of "1" for All Classes of Property with
No discount for Open Space, and No Small Commercial Exemption.
Motion seconded by Selectman O'Hara.
VOTE: 5-0.
