than Mashpee. Mr. Vaccaro stated that the Performing Arts Center <br /> and the Wildlife Refuge will have some effect on Mashpee. As <br /> far as tax revenues, it will be a "wash. " The time frame would <br /> be as follows: Draft assessment, public comment period, final <br /> assessment by the New Year, and designation as a Wildlife Refuge <br /> by February or March. it would take an Act of Congresss (NEPA) <br /> to get the funding. It was noted that out of 145 Government <br /> projects in progress, Mashpee ranked loth. it is on the fast <br /> track. <br /> At 8 : 45 p.m. Les Grieg of the Board of Assessors and Town <br /> Assessor Bailey spoke their views on this project. Mr.. Grieg <br /> stated his concern re: the reimbursement issue from the federal <br /> government, and he felt Mashpee would lose on the tax base. <br /> He would like to see a financial study done. Mr. Bailey <br /> supported the "Refuge" and felt it would make Mashpee unique <br /> compared to other Cape towns . Mr. Bailey felt it would be good <br /> for Commercial ventures and saw no downside to having a Refuge. <br /> There could be some effect on Industrial and jobs. Mr. Bailey <br /> noted that taxes will not be the issue since the quality of <br /> life issue is also important. The short term tax decrease that <br /> would occur would be offset by the long-term increase of the <br /> economic base. Sid expressed concern re: the loss of property <br /> that could be Commercial and Industrial with its employment <br /> base, and also that Mashpee (which has the 2nd highest tax rate <br /> on the Cape) will have to compete with other towns (offering. <br /> tax abatements, etc. ) . Mr. Bailey stated that taxes will not <br /> be the issue for business , and that the commercial side will <br /> be great for Mashpee. Tom Fudala, Town Planner, stated he will <br /> have information in a couple of months re: the traffic impact, <br /> tax impact, etc. to satisfy the concerns raised. Selectman <br /> Jim Vaccaro stated that EDC should do the marketing function. <br /> Sid noted figures given to him by Tom Fudala that show that <br /> 46% of Mashpee' s total land area would be publicly owned if <br /> the Refuge goes through. Mr. Fudala did not view this as <br /> negative for Mashpee. <br /> NEW BUSINESS: After discussion of possible dates to meet to <br /> catch up with the agenda backlog, it was mutually decided to <br /> meet at 6: 00 p.m. on November 8, 1994 (and to schedule another <br /> meeting only if necessary) . <br /> It was noted that the Coordinator will begin this week. <br /> The meeting adjourned at 10 : 15 p.m. <br /> Respectfully submitted, <br /> ek <br /> Mary Gefsthorpe <br /> Board Secretary <br /> -2- <br />
