and there are competing objectives in the plan. EDC is concerned <br /> about getting a quality product to address both objectives , <br /> comprehensive planning and economic development. Devon stated <br /> that they are not planners but they could look at the development <br /> issues, ' i .e. business expansion, entreprenurial areas , etc. , <br /> to help target industries to attract to Mashpee. Their goal <br /> is to help Mashpee residents by creating jobs and/or accessing <br /> jobs outside Mashpee; they will not neglect the people side <br /> of the issue. Tom suggested utilizing a study called the Phantos <br /> Report that was done in Chicago which targeted five key <br /> industries for the Cape that could apply to Mashpee, and Bob <br /> suggested the Cape Ann Report. Devon stated they prefer going <br /> out in the field, and Tom noted that Phantos spent a year on <br /> this and went out into the field. Bob wants an "action focus" <br /> with steps that have an impact on Mashpee, noting that finding <br /> out that there are not enough jobs to get an industry profile <br /> on Mashpee as Devon noted earlier was helpful to know. These <br /> steps will be used as a road map so that we are heading in the <br /> right direction. Bob was concerned by a June Memo he received <br /> from Mt. Auburn in which the emphasis seemed to be on data <br /> gathering for long term focus . Devon stated the Memo was the <br /> result of a meeting with Town Planner, Tom Fudala. Devon <br /> expressed a concern that there are two different constituencies <br /> and this should not be their concern. Bob clarified that the <br /> key priority is this road map which will be the heart and soul <br /> of the Comprehensive Plan. Tom would like to see specifics , <br /> such as five key points from which to implement. The Report <br /> would serve as back up information to encourage a focus for <br /> certain types of industry attraction and growth. Wayne stated <br /> the goal should be to have the road map and training programs <br /> with the same focus . Devon had intended to meet with the <br /> Community leaders , and she is less clear if needed or EDC wants <br /> this done. She planned to put a resident survey in the local <br /> papers. Bob was concerned about 75% of the budget being spent <br /> on a survey per her Memo. Devon stated her survey would increase <br /> knowledge about the barriers to getting jobs. Bob was supportive <br /> about doing the survey if EDC could implement steps from it. <br /> Tom asked if we could get the info elsewhere. Devon stated <br /> the census is 5-6 years old, and her survey will help round <br /> out the information. As a cost saving measure, Paul and Devon <br /> will work out the responsibilities for dissemination of the <br /> survey ( i.e. box in Town Hall, handouts at the Post Office, <br /> distribute to year round residents only, etc. ) This will serve <br /> as a long-term instrument to be used by Mr. Fudala as well as <br /> economic information to attract businesses. Paul gave Devon <br /> a list of businesses in town from which she can conduct her <br /> interviews; EDC can add to this chamber of commerce list. The <br /> data so far shows that population and jobs have increased over <br /> the last 10 years . The next meeting with Devon was scheduled <br /> for August 8th; copies of the data will be distributed to members <br /> prior to the meeting. More frequent meetings will be scheduled <br /> if EDC takes on a project. Devon felt satisfied with the <br /> -2- <br />
