. r
r =
f `
TOWN OF MASHPEE
BOARD OF HEALTH
March 18, 1993
Meeting called to order at 7: 00 p.m.
Members present: Stephen J. Greelish, Steven R. Ball and
John T. Doherty.
THE TAPE IS NOT PART OF THE MEETING, IT IS FOR THE PURPOSE
OF TRANSCRIPTION ONLY.
Mr. Stephen J. Greelish, Chairman.
1 . ) Warrants signed.
2. ) Mr. Ball motioned to accept the minutes of March 11,
1993 , Mr. Doherty seconded, all in favor.
APPOINTMENT: J. Carter/P. Foley - 276 Monomoscoy Rd.
Mr. Carter, P. Sullivan of Baxter & Nye and Mr. & Mrs.
Foley were in attendance for this scheduled appointment.
Mr. Carter stated: "Two main issues remain outstanding
from the last meeting. One was four feet of permeable soil
from the bottom of the leaching facility and the second was
DEP probably not allowing an addition to the dwelling due to
distance from the wetland. Mr. Carter stated that Mr. Sulli-
van is present to answer any technical questions. "
Mr. Greelish asked if anything has changed.
Mr. Sullivan replied: "No. There is only 2 .5' of natur-
al permeable soil. We are proposing to remove to top and sub
soil and replace it with permeable soil and setting the sys-
tem on top of that. We perked to top and sub soil and it
does perk at 2 minutes per inch, but whether this is consid-
ered suitable material is questionable. In field classifica-
tion it is considered loam and sub."
I
Mr. Evans stated he did witness the perk test in the
top and sub soil
Mr. Sullivan stated that the wetlands were identified
by Sanford Botanist and Conservation agreed with the line on
the West. On the East Conservation felt the line should be
the retaining wall which we did. "This is the best we can do
geometrically. The primary and reserve are planned to be in-
stalled to spread out the loading rate. "
Mr. Carter stated the DEP' has indicated in'writing that
the addition, deck and septic upgrade were not located in
the restricted wetlands.
