MASHPEE FINANCE COMMITTEE <br /> PORT TO T14E TAXPAYERS <br /> October 4, 1993 Town Meeting <br /> Dear Taxpayer, <br /> Congratulations Q Mashpee has rounded the earner toward financial health. At this town. <br /> meeting, we are able to put approximately $800,000 into the Stabilization Fund for the future <br /> needs of the community, As outlined in the '1992 Fiscal Policy Report, those future needs are <br /> enormous and include a new high school, capping of the landfill, a new septage treatment plant,. <br /> expansion of the fire station, a recreation center, and a new town hall. The Stabilization Fund is a <br /> necessity so that we can avoid skyrocketing property taxes in the future. <br /> In 1989, the voters created the October Annual Town Meeting. They wanted the spring <br /> meeting to handle financial issues, and the fall meeting to "address any and all other business to <br /> come before the Town," mostly bylaws changes and unpaid bills. fart of the Finance <br /> Committee's overall plan to improve our financial well-being is to follow the voters" intent for the <br /> October Annual TownMeeting. We spend six months preparing annual budgets for the May <br /> town meeting and it is very important that the October town meeting not be used to supplement <br /> the operating budgets. <br /> We commend all the department heads who resisted the temptation to submit <br /> supplementary budget articles to this town.meeting. Their action has allowed, us to put funds into <br /> the Stabilization Fund for our future. There are three articles that run counter to this policy and. <br /> we urge you to vote against there. Those articles are: Article 17 asking for an additional position <br /> in the Police Department, Article 37 asking for an additional position for the Town Clerk, and <br /> Article 19 asking for funding for an Assistant Planner. By voting against these articles, you will <br /> show your appreciation and support for the departments that are acting, in a fiscally responsible <br /> manner. <br /> In the next few months, we will begin the budget process again. We will be examining the <br /> needs of our community and the funding for all our departments, We have made great strides <br /> toward Mashpee"s financial well-being in fiscal years 93 and 94, With your support, we will <br /> continue this progress in fiscal year 95. <br /> Sincerely, <br /> Daniel Goggin, Chairman.
