MINUTES November 16, 2000 5 BOARD OF HEALTH <br /> 8. Revised commercial plans - 11 Echo Road <br /> Board members revised the plans and application for 11 Echo Road and <br /> rejected them due to being incomplete. The plans did not show the complete lot <br /> and no reserve was indicated. <br /> 9. Innovative I Alternative Septic System approval RUCK - 21 Frog Pond Close <br /> Half Tide Marina <br /> Plans were submitted for a Ruck system at 21 Frog Pond Close for Half Tide <br /> Marina. <br /> Mr. Santos motioned to approve the Ruck system with the stipulation that the <br /> Board receives a monitoring contract and Operation and Maintenance contract. <br /> Mr. Doherty seconded the motion. Motion passed. <br /> 10. Memo from Kopelman & Paige re: BOH regulations <br /> Board acknowledged. <br /> . 11. Memo from Kopelman & Paiae re: Amendments to Statutes Governing Public <br /> Biddin <br /> Board acknowledged. <br /> 12. Variance request - 81 Nick Trail <br /> Ms. Warden indicated that the variance request is for an engineered upgrade at <br /> 81 Nick Trail. The applicant is requesting a 10' variance from the proposed soil <br /> absorption system to the street property line (10' required; 0' requested); a <br /> variance of 8' from the proposed soil absorption system to the foundation (20' <br /> required; 12' requested); a variance of 2' from the proposed septic tank to the <br /> street property line (10' required; 8' requested) and a variance of 10' from the <br /> reserve soil absorption system from the street property line and side property <br /> line (10' required; 0' requested). <br /> Ms. Warden further stated that Mr. McQuaid made the following comments on <br /> the plan: "He suggested that the Board grant the variances considering the fact <br /> that none of the sideline variances are to private property and the fact that the <br /> foundation would have to be waterproofed inside and out. Also, the existing <br /> number of bedrooms has been certified at three by Elias McQuaid and John <br /> Slavinsky and Conservation Commission approval would be required." <br /> Mr. Doherty motioned to grant the variances as outlined in a cover letter from <br /> Cape & Islands Engineering dated November 3, 2000 with the stipulation that <br /> the foundation is waterproofed and with Conservation Commission approval <br /> with the mean high water mark delineated on the plan. Mr. Santos seconded <br /> the motion. Motion passed. <br /> 13. Septic failure certification - 48 Degrass Road <br /> Ms. Warden indicated that the cesspool is full and that the installation of a <br /> distribution box and 2 500-gallon drywells with 3' of stone is warranted. <br /> Board members forwarded their signatures to the Emergency Failure <br /> Certification form. <br />
