MASH PEE FINANCE CONSffTTEE <br /> REPORT 'TO THE TAXPAYERS <br /> October '), 1994 Town Meeting <br /> Dear TxTWer, <br /> For the second year in a raw, Afashpee will put free cash into the Stabilization Fund at <br /> the October town meeting. As outlined in the 199'2 Fiscal Policy Report, our future capital <br /> needs are enormous and include a ne-w high school, capping of the landfill, a new 5eptage <br /> treatment plant, expansion of the fire station and town hall, and a recreation center. The <br /> Stabilization Fund is a necessio;so that we can avoid s:47ocketing property tax s in the future. <br /> We commend all the department heads who retunied money June 30 as shown on the <br /> attached page entitled "FY94 Budget vs. Actual Expenditures. " Thanks to their responsible <br /> expenditure of your tax dollars, they added half a million dollars to our free cash. We also <br /> attach our annual "Five Year Overview of Expenditures" which graphically illustrates the <br /> distribution of your tax dollars. <br /> In 1989, the voters created the October Annual Town Meeting to "address any and all <br /> other business to come before the Town,"mostly bylaws changes and unpaid bills. The Finance <br /> Committee is pleased that this October Town Meeting is,for the most part,following that policy <br /> and is trot being used to supplement operating budgets. <br /> We have made great strides toward Mashpee'sfinancial well-being in recent years.
