ADMINISTRATIVE MEETING
October 6, 1982
PRESENT: Chairwoman B. Jean Thomas, Selectmen Chester A. Garland, Executive Secretary
Joseph F. Murphy, Dr. Nicholson Superintendent of Schools, Mr. John Beccie,
Ms. Wendy Servis, Police Chief Frye, Fire Chief Priestly. Selectmen Kevin
D. O'Connell was absent as he is on vacation. Town Counsel Joseph J. Reardon
was absent.
1:00 p.m. - Dr. Nicholson and Mr. Beccia were here to discuss the problem of the two
gas stoves that are at the school, which were purchased by the Town of
Sandwich when the new school in Mashpee was being built. Dr. Nicholson
said he is only acting as the communication person between the Selectmen
of Sandwich and the Selectmen of Mashpee. The original price of the stoves
was $440.00. Chm. Thomas feels we should buy the stoves. Executive Secretary
said the Building Fund Package is closed but it might be a way of funding
to pay for the stoves. Sel. Garland feels that we should give the stoves
back as there seems to be something wrong when someone orders gas stoves
for an all electric school. Chm. Thomas asked if the price could be ne-
gotiated. Discussion followed on what department would be responsible
for paying for the stoves. Dr. Nicholson feels the cost should not come
from the school budget. The Board agreed. Mr. Beccia explained that there
could be a problem with an audit if the money was taken from the Building
Fund. Sel. Garland stated that stoves usually have a lifetime of ten
years and he figured that where the stoves have been used and there are
no records on these stoves that the cost should not be more than $160.00.
Chm. Thomas suggests Dr. Nicholson negotiate for a price of $180.00 to
$200.00 for both stoves, but no more than that. Chm. Thomas feels cost
should be taken care of out of the Building Fund if Town Counsel feels
it is proper to take it from there. Dr. Nicholson will get back to the
Board with the Sandwich Selectmen's decision. Board thanked Dr. Nicholson
and Mr. Beccia for coming.
9. ) Formal motion by Sel. Garland to appoint Mr. Ernest Virgilio to replace Chm. Thomas
as the representative for the Town of Mashpee with the Cape Cod Joint Transportation
Commission and the Cape Cod Regional Transit Authority. Seconded by Chm. Thomas.
This was a vote.
1:15 p.m. - Board interviewed Ms. Wendy Servis for the Dog Officer/Natural. Resources
Officer position. Chm. Thomas asked Ms. Servis why she felt she could cope
with this job, as her application did not mention anything relating to
experience in this field. Ms. Servis replied that she grew up with animals
and worked at a kennel for three months. Chm. Thomas explained that this
is an official position and Ms. Servis would have to know the general laws
and some of the things concerning the Natural Resources office.Chm. Thomas
asked if she could deal with people. Ms. Servis replied she is not easily
intimidated by people. Discussion followed on the salary. Set. Garland
said that her application stated that she would be willing to use her car
if no vehicle was available. She replied that this was true. He inquired
what her car was. It is a 1974 Malibu, Chevelle. Sel. Garland asked 1f
she could deal with skunks, horses, and even pigs. Ms. Servis replied that
this would be no problem. She even stated that she could and would shoot
an animal if she had to. Sel. Garland asked about her firearm license and
the weapons she now has. Chm. Thomas explained that the work involves being
in touch with the Herring Officer and the Conservation Commission. Ms.
Servis said the application implied contact with the news media. Sel. Garland
explained that if there was a hearing she would probably be asked questions
as the investigating officer, Chm. Thomas asked if she could do the adminis-
