i <br /> x <br /> MAS EE FINANCE COMMITTEE <br /> NHNUTES <br /> MONDAY, OCTOBER 1 Zoo <br /> 4 NON 12 A M 8-- <br /> Present: <br /> Chairman Gerald Umina <br /> Chris Avis, Mary McDonough, Ken Patrick <br /> CALIF TO ORDER <br /> Chairman Umina called a meeting the Finance Committee to order at 6:09 pm at the Quashnet <br /> School, Main Office Conference Room. <br /> OLD BUSINESS <br /> otob,er Town fleeting Articles <br /> ■ Board reviewed recommendations made on articles prior to Town Meeting <br /> ■ Charter states Committee must make recommendations on all articles prior to Town <br /> Meeting for distribution to voters. <br /> ■ Committee expressed concern over limited.information available and short turnaround <br /> required on recommendations. <br /> ■ Chairman Umina noted Article 14 had been postponed. Article 16 also postponed as <br /> county funding will be utilized in place of town money. <br /> Article 2—Contract Funding for Laborer's International Union <br /> ■ Burd discussed the need for more information on contract details prior to warrant printing. <br /> Article 3 —Contract Funding for SBfU <br /> ■ Article now contains monetary figures not previously presented. <br /> ■ Board again expressed concern over lack of detailed information. <br /> ■ Board requested detailed town employee information and union statistics from Personnel. <br /> Articles - <br /> a Committee decided to keep recommendations as previously given. <br /> Article 8—Past-time Town Clerk position <br /> ■ Committee discussed the status of town hiring freeze and the effect of charter on <br /> department hiring decisions. <br /> 0 Committee discussed cost of position in full year budget. <br /> ■ Mr. Patrick made a motion to keep decision to deny recommendation;Ms. McDonough <br /> seconded iiiotion. Committee vote split evenly. <br /> ■ Committee voted again; elected to recommend article 3 votes to 1. <br /> Article 9—Leisure Services Part-time Clerk <br /> ■ Committee expressed concerns parallel to those of Article 9. <br /> ■ 11r. Avis made a motion to retain non-recommendation;Mr. Patrick seconded motion. <br /> Motion pasted unanimously. <br /> Article 1 —Fire Prevention Insvector <br /> ■ Committee discussed potential workload of inspector and benefit to department_ <br /> X Mr. Avis reviewed Fire Chief Baker's statement from the October 12 Committee meeting <br /> n the benefits of all firefighters being involved in inspections to promote structure <br /> familiarity. <br /> ■ <br /> Committee voted to make no recommendation due to.lack of voting quorum. <br /> Article 11 - Fire Department House Clerk/Watchman <br /> ■ No review needed; position Funded from department s wage account. <br /> Article 1 — School resource Officer <br /> ■ Chairman Umina reiterated that the proposed state grant was not received. <br /> ■ Ms. McDonough onou m6tioned to recommend position conditional to school funding <br /> confirmation; Mr. Avis seconded. Motion passed unanimously. <br />
