Affordable Housing Committee <br />Informal Notes of Meeting Held Tuesday, December 4, 2001 <br />Mashpee Town Hall --- Meeting Room 1 <br />Present: L. Botsford, J. Cahalane, L. Patrick, J. Regan, L. Williams, and Tom Fudala (Planning). <br />Absent: A. Weinstein, Z. Elizenberry, M. LeClair, R. Terry, and G. Marshall. <br />Presenters: Joseph Valle (Developer), and Paul Glynn (Attorney for Joe Valle) <br />Public Audience: Christian Valle; Alan Samry (Mashpee Enterprise) <br />At 7:30 p.m. Leila Botsford, Chairperson, announced to those in attendance that unfortunately a quorum <br />of the Committee was not present. She indicated, however, that those present could hold an informal <br />session and proceeded to introduce Joe Valle, developer. <br />Tom Fudala preceded. Joe Valle's presentation by offering some introductory remarks. He informed the <br />group that he had preliminary discussions with Joe Valle, as well as with the school building committee, <br />which led to the suggested proposal of a land trade with the town whereby Joe Valle would give the Town <br />the Meetinghouse Road property in exchange for a piece of Town -owned property located behind South <br />Cape Resort. <br />John Cahalan requested that the Committee withhold any vote on this issue until the Selectmen are <br />informed. He stated the Selectmen have not been advised of any of this to date. <br />Joe Valle then presented to the Committee his proposal for building 18 single-family homes on the site <br />behind South Cape Resort. Under the proposed plan, 6 of the homes would be designated Affordable <br />Housing under Chapter 40B. The breakdown: <br />• 2 -Lots will be given by developer to Habitat for Humanity to develop low-cost houses. <br />• 4 -Homes will be built by developer and sold as Affordable Housing homes. <br />Paul Glynn then addressed the group detailing the steps leading to the proposed land trade. He <br />emphasized that although the focus thus far has been designing plans on the South Cape Resort alternative <br />site they are willing to work with the Town to reach a workable solution. He further advised that Joe <br />Valle purchased the Meetinghouse Road property last week and if agreement on alternative site not <br />reached with the Town, then they will move forward with their original Chapter 40B plan and build 16 <br />homes on the Meetinghouse Road site -4 of these homes will be Affordable Housing. <br />Following discussion, John Cahalan again reminded everyone that any proposal for town land trade has <br />to be approved by the Board of Selectmen and it also requires Town Meeting approval. <br />Conclusion: Basically the issue before this Committee is: Is it advantageous for the Town to trade the <br />land? <br />
