ill <br />Affordable Housing Committee <br />Minutes of Meeting Held Tuesday, January 15, 2002 <br />Mashpee Town Hall — Meeting Room 2 <br />Present: L. Botsford, J. Cahalan, J. Regan, A. Weinstein, Z. Elizenberry, R. Terry, and Tom Fudala <br />(Planning). <br />Absent: L. Patrick, L. Williams, M. LeClair, and G. Marshall. <br />Presenter: Paul Glynn (Attorney for Developer Joe Valle) <br />Public Audience: Christian Valle; Arden Cadrin (Mashpee Resident) <br />A quorum being present, Leila Botsford, Chairperson, called the meeting to order at 7:25 p.m. <br />Leila advised the Committee that Developer Joe Valle could not be here tonight but his son, Christian <br />Valle and Attorney Paul Glynn are here to discuss the possibility of building a 40B project, <br />At this point, John Cahalane announced to the Chairperson that he had to excuse himself to attend another <br />meeting. <br />Tom Fudala preceded Paul Glynn's presentation by offering some introductory remarks. He informed the <br />group that he had preliminary discussions with Joe Valle, as well as with the School Facilities Needs <br />Committee, which led to the suggested proposal of a land trade with the town whereby Joe Valle would <br />give the Town the Meetinghouse Road property in exchange for a piece of Town -owned property located <br />behind South Cape Resort. Tom said Town Counsel is looking into this. He said the Selectmen approved <br />to go ahead to get legal advice, but took no formal action on the land swap itself, although 4 seemed <br />supportive. <br />Paul Glynn presented a proposed layout for building 18 single-family homes on the site behind South <br />Cape Resort. Under the proposed plan, 6 of the homes would be designated Affordable Housing under <br />Chapter 40B. The breakdown: <br />• 2 -Lots will be given by developer to Habitat for Humanity to develop low-cost houses. <br />• 4 -Homes will be built by developer and sold as Affordable Housing homes. <br />Paul Glynn said they wish to be an ally and thus go before the various groups to get support. <br />Paul stated he has spoken to Town Counsel and today he spoke to Kopelman & Paige and in talking about <br />the process she toll him it doesn't have to go to Town Meeting because it's Tax Title property. <br />According to Paul, she said she thought if Selectmen approved that would be sufficient. He said of course <br />if somebody thought there could be something corrupt then some taxpayer(s) could challenge it. <br />Tom Fudala stated it would require Town Meeting approval for the Town to accept the Meetinghouse <br />Road property. <br />Paul further stated that the Zoning Board of Appeals approval is necessary to get the project approved. <br />
