MASHPEE AFFORDABLE HOUSING COMMITTEE <br />Minutes <br />January 6, 2004 <br />Present: Alice Lopez, Arthur Weinstein, Jamie Regan, Zella Elizenberry, Joe Marino, <br />Louise Patrick, Eric Smith <br />I. Call to Order — 7:03pm <br />1I. New Business: <br />a. Southside Realty Trust presented proposal for 24 housing units for Lettie Lane <br />development <br />Description of project: <br />6 units are affordable, 4 units are "town units" — housing for town employees who can't <br />afford market rates, but don't qualify for affordable housing <br />Ten units are attached, S are unattached <br />Density is 3.8 units per acre <br />Committee raised questions about square footage which presenters clarified. Questions <br />were raised about water and sewer concerns. <br />Suggestion was made by AHC that McShane builds apartments over proposed <br />commercial space and turn the management of the apartments over to another <br />organization. <br />b. Housing Land Trust of Cape Cod <br />Presentation made by Judith Barnet and Any Marsters <br />HLT started four years ago. <br />Environmentalists and housing advocates work together to keep affordability of their <br />projects in perpetuity. <br />Land is acquired through donation and purchase. Purchase of property is made through <br />bank loan — creative financing strategies are used. Land is owned by HLT, not the <br />homeowner. <br />HLT is in process of building its 3`d project — 30 units of housing in Marstons Mills <br />c.Introduction meeting with housing consultant Ralph Willmer and Mary Coolidge of <br />McGregor Associates: <br />Mr. Willmer reported that he has reviewed the Comprehensive Plan. He wants to help <br />develop a housing plan that is town -driven, not developer -driven. He is interested in what <br />type of housing is needed, how much is needed and where to put the housing. <br />Mr. Willmer also reported that there are proposed regulatory changes in the legislature. If <br />a community has produced 3/4 of I% of housing stock, then the town can deny 40B <br />projects. <br />
