MASHPEE AFFORDABLE HOUSING COMMITTEE <br />MEETING NOTES 09-07-2004 <br />Present: Deb'orah Battles, Zella Elizenberry, Jamie Regan, Trudi Ide, Eric Smith <br />1. <br />Call to Order: Meeting convened at 7:1 Opm <br />II. <br />a. <br />Unable to approve June 1, 2004 minutes or July 6, 2004 meeting notes due to lack of quorum. <br />III <br />New Business <br />a. Ralph WilImer of McGregor & Associates gave an update on the status of the Affordable <br />Housing Action Plan. Stated that the Public Housing Forum in June went well. Now working <br />on "suggested recommendations" based on the Housing Forum. Draft has been submitted to the <br />Town Planner and Assistant Planner. Their feedback will be incorporated into a version that will <br />go into a completed Draft Housing Action Plan that will be given to the Affordable Housing <br />Committee within the next couple of weeks. <br />The recommendations include suggested zoning changes and identification of possible parcels <br />for future affordable housing units, along with a timetable to meet the 10% (ultimate goal). The <br />survey narrative report will be added to the Plan as an appendix. Some of the zoning changes are <br />to have mixed-use zoning districts, and to adopt inclusionary zoning. <br />The Committee discussed the Survey results. <br />b. Eric reviewed an upcoming workshop entitled "Developing Affordable Housing on <br />Municipal Land." He was going to register and asked if any Committee members were <br />interested to go. A prerequisite of attendance is to bring an identified site(s) to the meeting. He <br />also said that John Cahalahe suggested that the old Senior Center site be used as a sample. The <br />Committee felt it was a pretty small site. Eric suggested that perhaps besides the old Senior <br />Centex, that land where the Breezy Acre duplexes are located, and a portion of Town -owned land <br />where the High School is located, could be a other sites to discuss. <br />C. A discussion was held about possible uses and setting up a subcommittee to further <br />research ways to use the available $240,000 towards the creation of affordable housing units. <br />Deb'orah talked about need to coordinate our efforts, particularly with the Mashpee Housing <br />Authority and Mashpee Housing Trust. Only so much money to go around it is best to pool our <br />resources. Zella said we should invite Leila Botsford in to a future meeting, so the Committee <br />can hear about the Housing Authority's charter. Jamie said that Habitat for Humanity should <br />also be considered and recommended that they be invited to a future meeting. <br />Eric said that the Cape Cod Commission has hired an additional Affordable Housing Specialist, <br />who is Laura Shufclt. She has done a lot of affordable housing work in the Town of Barnstable. <br />
