S <br /> E <br /> Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> November 13, 2012 at 6:30 pm <br /> Selectmen's Meeting Room, Mashpee Town Hall <br /> Present: Chairman Walter Abbott, Berkeley Johnson, Allan Isbitz <br /> Also Present: Selectman Michael Richardson <br /> Absent: Kalliope Egloff <br /> CALL TO ORDER <br /> Chairman Abbott called the meeting to order at 6.50 p.m. and the roll was called. <br /> APPROVAL OF MINUTES-October 4, 2012 <br /> Mr. Johnson made a motion to approve the minutes of October 4t''. Mr. Isbitz seconded <br /> the motion. All voted unanimously. <br /> OLD BUSINESS <br /> Feasibility Study <br /> Chairman Abbott stated that Laura Shufelt was asked to proceed with the request for grant funds <br /> for the feasibility study and a final status was expected soon. Selectman Richardson confirmed <br /> that the application had been filed, that the request was timely and that feedback was expected <br /> today. Selectman Richardson also confirmed that the Board of Selectmen had approved the <br /> Production Plan which was needed for the application to be eligible. Selectman Richardson <br /> stated that he would notify the Committee of any news regarding the request. Mr. Isbitz noted <br /> that the new rules did not require the Production Plan to be eligible for the grant. The Chair <br /> indicated that, once word was received regarding the grant, and following the feasibility study to <br /> assess the use of the parcel, a meeting with Leila Botsford of the Mashpee Housing Authority <br /> would be the likely next step. Selectman Richardson also recommended that money be <br /> requested from the Affordable Housing Trust. There was also discussion about the RFP <br /> necessary to identify applicants to conduct the feasibility study for 209 Barnstable Road. There <br /> was interest expressed in having the MHA develop the parcel, if the study indicated that <br /> sufficient units would be identified for the parcel. <br /> Habitat for Humanity <br /> Chairman Abbott reported that he and Mr. Johnson were happy with the confirmed count of <br /> Habitat homes in Mashpee, which matched the count held by DHCD. Mr. Johnson stated that <br /> the first Habitat home had expired as affordable, and the second home would be removed in <br /> March 2013, because homes built at that time were not deeded affordable in perpetuity. At least <br /> two more Habitat homes should be added in 2013. There was discussion about applicants <br /> pursuing Habitat housing. Chairman Abbott also confirmed that there were 14 group homes in <br /> Mashpce, though not all were presently occupied. Regarding Main Street Village, with 16 units <br /> in the affordable count, the Chair indicated that although only 6 units were affordable, the loan <br /> acquired for the project identified all units toward the count. <br /> Cottage Housing <br /> Mr. Isbitz reported that cottage housing offered greater flexibility within a larger parcel of land <br /> and featuring various forms of housing such as town houses and single family homes without lot <br /> lines. Cottage housing allowed greater density, but with the feel of a private home. The concept <br /> also featured common greens and parking lots, with flexibility in design and whether for rental or <br />
